Inquiry #3: I am on the bidding plan holders list and was not invited to the Preconstruction Webex meeting this morning and we were invited to the meeting or able connect to it. Can we have another meeting ?

Response #2:We do not see an email to be registered for the Mandatory Pre-bid Meeting in advance. Caltrans is not planning a second Mandatory Pre-bid meeting at this time.

Inquiry #4: The plan legend on sheet C-1 shows an area called 'Permit to Enter and Construct'. Please explain what this means. Is there any requirements by the contractor to enter?

Response #2:The area shown as "Permit to Enter and Construct" on the plan legend on sheet C-1 is part of the work area which is outside of Caltrans Right of Way but already cleared by the Department for contractor use during the construction of the project.

Inquiry #8: The notes on page E-1 state to replace pedestrian signal head. Is this just the module, the housing and module or the module, housing, and mounting framework. If the mounting framework is required we will need a complete list of the style and configuration of the mounts. The plan sheets do not give any of this information.

Inquiry #9: Related to prevailing wage rates. Can electrical maintenance rates be used on this project for electrical scope of work? If yes, please provide straight time hourly rate.

Response #2:This contract is subject to federal and state prevailing wage requirements included with the contract documents, found here: http://ppmoe.dot.ca.gov/des/oe/weekly-ads/specs-ntb.php?c=04-3J1404 .

Per the Federal Davis-Bacon and Related Acts referenced in the FHWA-1273 and State Public Works requirements referenced in the Standard Specifications 7-1.02K, contractors and subcontractors shall comply with requirements on paying the appropriate classification to the individual worker based on the actual duties and tasks they perform on the project. In accordance with Caltrans Construction Manual, Section 8-103A(5) when state and federal wage rates differ, the contractor is required to pay the higher of the two."

Inquiry #10: Since there still has not been any clarification for inquiry number 8 we request an extension of the bid date by a minimum of 7 days. Once we receive the information it will take us time to complete our bid.

Inquiry #11: The response to inquiry number 8 does not clarify if new mounting framework is required (IS: SP-1, SP-1-T, SP-2-T, TP-1-T, TP-2-T. If they are required the types and quantities will have to be supplied in order to quote the project.
