Specifically for this contract, working days are four days per week: Monday through Thursday. Friday, Saturday, and holidays are not considered working days. Sunday is not a working day as it is defined as a holiday - see definition of "Holiday" in Standard Specification Section 1-1.07B. Please note that if you chose to work on a non-working day or outside of the specified Chevron work hours then you will be subject to additional costs imposed by Chevron - see Special Provisions Section 10-1.03.
2) Compliance with Special Provision Section 19, Special Provision Section 14, and Special Provision Section 5-1.20G(7)(g) "Excavation" shall be considered as included in the unit rates for the various items of work that include soil handling, such as for Bid Item #14 Structure Excavation.
3) The physical possession termination date of March 1, 2019 included in the Chevron Right of Way Contract will be adjusted as necessary in order to allow completion of the contract within the number of working days allowed. This is an issue between Caltrans and Chevron and should not affect the bids.

Does the contractor have to pay the $800.00 even though the plans call for removal and installation of TWIC fence? More specifically, do these fees apply when the contractor requests a breach on TWIC fence that is not shown on the contract drawings or do they apply regardless?

Response #2:Yes, fee applies to all breaches. Any time the TWIC fence is breached, it must have a CVX security person manning the breach, 24 hrs. per day, until the breach is secured. Response #2:Regardless of the type of work being performed, the General Contractor (GC) must insure the pipes do not get damaged. The type of work being performed will define the risk. One risk of note is the installation of steel collars near the concrete footings. They are heavy enough to damage piping if dropped or contractor loses control of them while being installed. There will need to be site specific discussions and agreements on what is practical.

Response #3:Protection system should be designed and located so that it does not make contact with Chevron?s pipes both in its passive state and if it were to displace under all loading conditions, including impact loads. Response #3:Chevron did an as-built drawing review to look for underground utilities/piping and did not find any, but our as-built drawings can?t be trusted for a 110 year old facility. The GC must plan to perform ground penetrating radar survey everywhere that excavation is required to look for obstructions. Further, they should assume that most excavation will be performed by hand digging, both because of limited access, and the risk that ground penetrating radar may not see everything. Hydro-vac units will likely not be acceptable for these same reasons.

Inquiry #36: In Section 51-3.04A(4)(b)(ii) Prototype Testing of the Special Provisions, Prototype Tests in combined compression and shear are performed in two general ways relative to the rate of shear displacement: relatively slow (Test PT-C1 to be performed at a rate of 60 inches per minute or greater as for QC testing) and very fast (Test PT-C5 and PT-E1 with peak velocities over 900 inches per minute). The acceptance criteria, however, are the same for these tests. Isolation bearing devices display a significant amount of velocity effect and the effective stiffness cannot fall within 10% of the design value at vastly different test speeds. See Caltrans Report No. SRMD–2006/05-rev3, dated May 2008, for detailed information (Figure 3, for example).

Please clarify this requirement or indicate which of the two test speeds must satisfy the 10% limit on variation of effective stiffness from the design value. Both tests cannot be required to meet the same limit on the same value.

Inquiry #37: • At the high strain rates required by Prototype Tests PT-C2, C3, C4, and C6, the limits on variation between the highest and lowest values of Effective Stiffness and Energy Dissipated per Cycle over three cycles of test are too restrictive at 20% and 30% respectively. Published data including that found in Caltrans Report No. SRMD–2006/05-rev3, dated May 2008, show much higher variations in stiffness and energy dissipation parameters between the first and third cycles of test. See for example Figures 4, 5 and 9. Although the report contains results mostly for the parameter Qd, Effective Stiffness and Energy Dissipated per Cycle are both strongly influenced by the value of Qd and can be expected to present similar differences between cycles as that observed for Qd (see Figures 12 and 14 of Caltrans Report).

Please revise the acceptance criteria for the high velocity tests to achievable limits.

Inquiry #46: Will contractors be allowed to use the existing bridge to support construction elements such as elevated work platform or gantry system that is anchored to the bridge steel beams? Please provide the allowed construction loads that can be supported by the existing bridge.

Response #2:The allowed construction loads that can be supported by the existing bridge are not available. The requirements of loads imposed on the existing bridge members must comply to section 7-1.02K(6)(e) of the contract special provisions.
