Inquiry #1: This project is currently scheduled to bid on 12/20/18, the week before the holiday break. We are hearing that many DBE & Non-DBE subs & suppliers will not be working the week of the 17th or the 24th. We intend to close our offices between 12/21/18 and 1/1/19. We are certain that we can provide Caltrans with a more competitive bid, including more comprehensive DBE participation, if the bid date is extended to the week of 1/7/19.

Inquiry #2: Reference X-2 (sheet 3) typical section Fulton St to Lake St. The new section detail #7 is not consistent with the layout sheets, should the new section detail be #6 and not #7?

Reference L-1 (sheet 5) the legend descriptions don't line up with the legend graphics. Should the HMA (Leveling), 0.25'-0.35' Cold Plane Asphalt Concrete Pavement be moved to the upper legend?

Inquiry #3: On sheets TH-1 thru TH-4 there are 42" channelizers shown. How are the channelizers paid for? Is the intent of the Staging plans that traffic is moved into the "Work Area" for the duration of that work or nightly per Traffic Charts K1 and K4? If the traffic is being moved for the duration of the work how is the temporary traffic stripe that will be needed paid for?

Inquiry #6: Please refer to plan sheet L-3. The outline of the work zone appears incomplete. Between Sta 23+50 thru 28+50 the median island work limit and the Muni Track work limit is not clearly defined by the Legend cross-hatching.

Inquiry #7: Please refer to plan sheets L-1 thru L-4. The legend on plan sheet L-1 for this area describes the new road section as 0.15' Rubber-AC/Paving Mat/0.1' AC. It does not mention AC milling or leveling course. New road section #5 on plan sheet X-1 does mention this. Which is correct?

The quantities on plan sheet Q-2 imply that there will be an average of a 0.1' AC leveling course required for all the road sections on this project. Is this a guess? How will the length. width and depth of the leveling course areas be determined in the field? Are we allowed to mill the asphalt and leave a 0.25' drop-off at the end of shift?

Inquiry #8: Please refer to plan sheets L-13, L-14 and L-15. The three road sections appear to require PCC grinding, yet the legend used from plan sheet L-1 indicates that these are AC mill and paveback sections. Which is correct?

Response #2:The middle legend on sheet L-1 - should specify Grind Existing Concrete Pavement. All references to asphalt concrete pavement should only be part of the upper legend.

Inquiry #9: There appears to be a conflict between plan sheets TH-1 thru TH-4 "Traffic Handling Plans" and specification page 16 Chart #K1. Chart #K1 allows the contractor to limit thru traffic to one lane (12' width) from 11 PM to 6 AM. Plan sheets TH-1 thru TH-4 require the contractor to leave a 22' width lane for traffic. Why is there a 10' difference between the specifications and the plans?

Response #2:The "traffic area" may vary from 12' to 22' in conformance with the lane requirement chart K-1 , the 22 foot traffic area is for when 2 lanes are required, 12 foot when only 1 lane is required.

Inquiry #10: Plan sheets TH-5 and TH-6 show k-rail layouts at West Pacific Ave. and Kobbe Ave., but there does not appear to be plans for the k-rail at Brotherhood Way. Would you please provide a detail for the layout at Brotherhood Way?

Inquiry #13: Sheet X-2 "TYPICAL CROSS SECTION" show Section 7 (Grind Ex. Concrete Pavement) on Route 1 (Park Presidio Blvd) from Fulton St to Lake St.. But layout drawings Sheets L-8 Through L-12, if we follow the markings per legend, it show either a section 5 or 6. Please clarify what section Caltrans intend to use for this area?

Inquiry #14: Plan sheets U-1 thru U-13 appears to show about 31 storm drain manholes and maybe 15 to 20 gas and water valves in the existing road sections. These utility castings will need to be pre-lowered prior to AC milling and then adjusted to final asphalt grade. There currently are no bid items to pay for this work. Would you please add items for this work?

Response #2:Per the Revised Standard Specifications(see below), cold planning existing pavement and placement of HMA are to be done in the same work shift, thereby rendering it impractical to lower and raise the utility manholes/handholes.


2015 Revised Standard Specifications read:
Add to the end of section 39-3.04A:
Schedule cold planing activities such that the pavement is cold planed, the HMA is placed, and the area is opened to traffic during the same work shift.


In addition, for existing drainage facilities, section 71-5.04 says that if no bid item is included for adjustment of these facilities, payment is included in the pavement items.

Inquiry #15: 1. Please explain why tack coat quantity over cold planed HMA are 4 times more than tack coat over new HMA?
2. On Sheet Q-2, is Tack Coat over NEW HMA, same as tack coat over the leveling course before putting down the 2nd lift of HMA?
3. On sheet Q-2 , is tack coat over HMA same as the oil for GPI (Paving Mat)?

Inquiry #16: As a follow-up to the Caltrans response to bidder inquiry #10 regarding k-rail:
1) Please provide an addendum to reflect the actual k-rail quantity for the project (Bid Item #7). The current bid quantity is 600 LF. Per the response to inquiry #10 the new quantity should be 360 LF.
2) In that same addendum please correct the quantity for bid item #8 - crash cushions. The current bid quantity is 5 each, but per the response to inquiry #10 the new quantity is 3 each.
3) Please reflect these changes in the quantity summary on plan sheet Q-2.

Per the Caltrans' 2016 Pavement Condition Survey, the existing IRI scores are as follows:

1. PM 0.0/0.9: Range 143-264, lane-weighted average 209
2. PM 4.0/6.9: Range 157-423, lane-weighted average 262

Inquiry #18: Why is Caltrans now bidding this project on a Friday (2/15/19) instead of the traditional bid days of Tuesday, Wednesday, or Thursday. Can Caltrans consider bidding the job on the traditional bid days?

Beginning on Tuesday, February 19th, 2019, a new, non-compatible electronic bidding system is scheduled to be in operation.
