Inquiry #1: The pumps for the EQ Tank and the Water Tank have design points listed, but the type of pump wanted is not very clear in the specifications. Please clarify the intended type of pumps wanted for the EQ Tank and the Water Tank.

Inquiry #2: Reading the specifications for this project we have found that the control system -and ancillary components- are specified to only one supplier. This specification requires a single supplier for pump controllers (PLC's), the field instrumentation, (such as flow meters etc,) for fiber optic cables, and the cloud based monitoring system. This seems to be contrary to California Public Contracting Code, (PCC 3400) for specifying equipment which limits the ability for other manufacturers to compete for state contracts. Please advise if substitution for these single source products can be submitted which will provide the same functionality for the controllers, instrumentation, communications, and monitoring, as the sole source manufacturer?

Inquiry #3: - Please indicate what permits will be required from Cal Trans for the Bore and Jack. What type of insurance with the Bore and Jack contractor be required to provide.
- Please extend the Bid date by 2 weeks. Additional time is needed to obtain subcontractor and material quotes
- Are there requirements to provide plumbing fixtures in either of the rest rooms or in the new crew buildings
- What is the plant maintenance requirements after the 260 days to complete the work.
- Please provide the finish elevation and the invert of the influent line for each lift station

Response #2:1a.> For crossover piping underneath freeway, there is no permit required. Contractor must comply with the requirements in Section 330523.13 - UTILITY HORIZONTAL DIRECTIONAL DRILLING of the Special Provisions.

1b> Refer to Section 7 LEGAL RELATIONS AND RESPONSIBILITY TO THE PUBLIC of the Standard Specifications.

2> An extension to the bid opening will not be considered at this time. Please bid per the current contract documents.

3> Plumbing fixtures are required in the Southbound crew building. Please bid per the current contract documents.

4> There is no plant maintenance after 260 days. Per page 1 of the Special Provisions. Please bid per the current contract documents.

5> Refer to plan sheets 198 (SS-11) and 199 (SS-12).

Inquiry #4: The project plans page ECL-1, Seed Mix states the seed is per pound per 1,000 SF. This is excessive and the seed cost is extremely expensive. Please clarify if it should be pounds per acre.
