Inquiry #1: Please designate areas for contractors use. Will the contractor be allowed to set up an onsite crusher, a concrete plant for JPCP, and a plant for JPCP-RSC?

Inquiry #2: Specification section 40-1.02C(4) requires stainless steel dowels, ties bars, and stainless steel basket wire. The cost for stainless steel is at least 5 or 6 times that of conventional epoxy coated steel. Several prior Caltrans projects along the coast specified stainless steel and all of them switched to conventional steel bars with green or purple epoxy after the project was awarded. To ensure a level playing field for contractors, please consider removing the stainless steel requirement and allow conventional steel with epoxy coating for dowels and tie bars.

Inquiry #3: The various staging plans show 1 foot of clearance behind the temporary barrier rail. Per the standard plans for the placement of the temp rail, this rail will need to be pinned. In addition the 1 foot of clearance is not enough room for the tracks on the concrete pavers. Can the staging plans be revised to give 2' of clearance? This would avoid the expensive pining operation and give clearance for the tracks on the concrete pavers to run.

Inquiry #4: Could the State please provide information regarding where Bid Item #46 (Isolation Joint Seal Preformed Compression goes on this project? Nothing is shown on the plans. When doing a takeoff between Paving Section #1 and the existing lane that's remaining in place we come up with a qty of 35,175' not 73,600'. Please revise typical cross sections to show where Isolation joint goes.

Response #2:Isolation Joint quantity 73,600? is correct.
Isolation joints are between lane 1 and lane 2, and lane 2 and lane 3, both in the northbound and southbound direction.

Inquiry #5: Bid Item #48 Grind Existing Concrete Pavement is not shown on the plans. Could the State please provide information regarding where this is and how wide the grinding will be.

Inquiry #6: • The project just north of the bid cannot permit a portable concrete plant site due to various organizations disapproval, including the California Coastal Commission. Please confirm if Caltrans ROW will allow the setup of a portable concrete plant and portable crusher within the project’s limits.

Inquiry #7: • To piggy back on a question asked earlier regarding stainless steel reinforcement. Similar projects along the same corridor also specified stainless steel reinforcement, but changed the design to only to use epoxy coating. It is also highly likely the project estimate would not fall under the Engineer’s Estimate. In an additional attempt to level the playing field, please confirm that a VECP post award will be disallowed for the substitution of Stainless Steel Reinforcement for Epoxy coated bars or revise specifications to include epoxy coating on the reinforcement.

Inquiry #8: • Project’s Special Provisions include standard detail P7 (Dowel Bar Retrofit) but no where in the plan set it Dowel Bar Retrofit mentioned. Please identify where this is to be applied or remove standard detail from the special provisions.

Inquiry #9: • Special Provisions list standard plan P3B. Per the detail, between Lane 1 & 2 is isolated with expansion joint material, and between lane 2 & 3 is tied with tie bars. Summary of quantities indicate isolation joint is installed between 1&2 and 2&3. Is the isolation joint between 2 & 3 temporary? Will tie bars need to be drill and bonded between 2 & 3 in between stages?

Inquiry #12: Refer to Section 14-11.08 regarding regulated materials containing ADL. There are areas in the project that are within the same stationing footprint (or possibly outside those areas referenced) require excavation for other scopes of work. Please confirm all scopes of excavation within those areas will require ADL mitigation and the method of payment will be in the respective ADL bid items.
