Inquiry #7: As of 8/31/2021 Hwy 2 has been temporarily closed to all traffic until Sept. 17, 2021
due to the California wildfires and current state park closure mandates. This hard closure runs from La Canada Flintridge to Big Pines, which is roughly 95% of the project's locations. I respectfully request that the bid opening be postponed to a minimum of thirty(30) days after the reopening of Hwy 2 so that bidding Contractors can access all of the 197 locations to evaluate their scope of work.

Inquiry #8: What Does Section 12-4.02C(9)(c)(i) General - Provide additional Flaggers for the lane management charts at the locations shown in the table mean?

Is this stating that advanced flaggers are required at all locations in chart K1 & K2? So advance flaggers are required for the entire project?

Inquiry #12: Section 14-6.05 Invasive Species Control states vehicles and equipment must be cleaned each time a vehicle enders or leaves a sensitive habitat. This would require a washing facility be set up on the highway every time a piece of equipment rolls in an out of the project. Is this to be assumed since it states vehicles that crew trucks and other highway equipment must be washed twice a day when crews enter then leave the jobsite?

Response #2:The vehicles and equipment that is going to be used for the construction needs to be cleaned/pressure washed when it enter or exits the National Forest. If the vehicles and equipment stays within the work area for the duration of construction it does not need to be washed again. Crew trucks do not need to be washed. Crew trucks will need to be washed only if work was needed off road but the scope of work is along the roadways.

Inquiry #18: In response to inquiry #4 Question 9 Sheets 1,2 & 3 the question was to confirm that a continuous work window would be needed until the work was complete and able to open to traffic, the traffic control plans on those 3 sheets only allow 1 way traffic. Please confirm that in these areas, the work will need to be ongoing without a break in the work to construct the special guardrail, the work window stated in the specifications will need to be adjusted for these plan sheets.

Inquiry #19: In regard to inquiry 17. Could Caltrans supply traffic handling plans for the other 8 moves of K rail. Right now the plans only show 7500'. What are they other 8 moves look like. The traffic handling quantities show 40,000 ft but the stationing is only 7500 and there are no traffic handling drawings for the other 32500 ft.

Inquiry #20: 1: To piggyback off of bid inquiry #19 we have also came up with roughly 7500' based off of the traffic handling plans and a sight visit. Without providing additional staging plans for the additional 32500' of rail there is absolutely no way to properly bid item #10. We as a minority subcontractor are interested in bidding this work but obviously see there's a problem. Bidding per plans and specs and or contract documents is no solution when it's obvious they are incomplete which is keeping us from properly bidding the item. Making this a "field problem" after the project bids is no way to properly spend the tax payers money.

2: In regard to response #2 on inquiry #17 if this is in fact how the k-rail is to be used shouldn't item #11 (temporary crash cushion) quantities be increased to reflect multiple moves also?

Response #2:Refer to Section 7-1.02K(4) Apprentices of Caltrans Standard Specifications 2018. The minimum apprentice hourly ratio of five journeymen hours per one apprentice hour as required by Labor Code 1777.5 (g) is per craft and only includes straight time hours, not overtime. At the end of the project, straight time apprentice hours must equal one hour for every five straight time journeyman hours for each craft.
