Inquiry #5: There is no bid item for Asbestos surveying and sampling. How will this item be paid for?
Inquiry submitted 11/16/2020

Response #1:Section 14-11.16 Asbestos-Containing Construction Materials In Bridges of the project special provisions does not include cost clauses, so it?s not to be a bidding item. Rather, the Contractor should treat it as additional requirements on the concrete removal work that they are to bid. This section sets requirements on the Contractor that, with respect to Asbestos Containing Material (ACM), they are limited to conducting survey and sampling. If the Survey and Sampling found ACM exceeding the standards, it does not require the Contractor to perform removal of ACM. Rather, the ACM would be removed by the D7 Hazardous Waste Emergency Contractor, who is a qualified specialist on asbestos. As such, the Contractor will not perform the work and thus is not required to prepare an Asbestos Compliance Plan. The cost of the Emergency Contractor would be reimbursed by the project contingency funds.
Thank you,
