Inquiry #3: BID ITEM #101 (VEGETATION CONTROL) CALLS FOR VEG CONTROL BENEATH DOUBLE THRIE BEAM BARRIER, HOWEVER, IT APPEARS TO US THAT THERE IS AC UNDER ALL AREAS OF NEW THRIE BEAM BARRIER. WOULD VEGETATION CONTROL BE NECESSARY IN THESE AREAS?

Response #2:No need to install VC since existing AC pvmt acts as VC. However, the contractor still needs to remove portion of AC for the BLOCKOUT at post locations as shown in the Const Details sheets.

Inquiry #5: Section 71-308B(1) states that the minimum wall thickness for Drainage System 8 is 2" (~50.8mm). This appears to be an error/typo. Please remove this requirement as an 18" x 50.8mm or 24" x 50.8mm liner is not constructible. Minimum wall thickness for CIPP should be designed per ASTM F1216, Appendix X1.2.1 as mentioned in Section 71-3.08A(3).

Inquiry #6: Bid Item #38 ROADWAY EXCAVATION for 24,100 CY... This item is broken down and reflected on Plan Sheet Q-1. A takeoff has been performed and the access road quantity appears to be about 3,000 CY lower than shown. Additionally, there is no roadway excavation shown on the plans for the "mainline". The only excavation in the mainline is for the various underground piping items and this excavation is incidental to the pipeline(s) and is not considered roadway excavation.

Please clarify where/what the 10,990 CY of "mainline roadway excavation" or delete if in error.

Inquiry #7: For the "#16 TEMPORARY AUTOMATED END OF QUEUE WARNING SYSTEM (TYPE 1) DAY" & "#17 END OF QUEUE MONITORING AND WARNING WITH TRUCK MOUNTED CHANGEABLE MESSAGE SIGN DAY"... I am referencing the standard plan RSP T26 (Sheet 168) of then plan sheets.

I am having a difficult time understanding what is to be included in the bid item/work... The graphic shows one PCMS but there are nine message options that is confusing me as to whether there is only one PCMS or if there are nine PCMS with one PCMS for each message. Please help clarify.

Inquiry #10: Section 14-6.03A of the Standard Specifications states to "Maintain a limited operating period at Survey Area J (PM 17.1) prohibiting activities during the breeding season (March 1 – August 31) unless pre-construction surveys confirm that California spotted owls are not nesting." Is the CSB conducting the pre-construction survey for California Spotted Owl and if so, how far in advanced should the pre-construction survey be conducted? Please advise.

Inquiry #14: Section 20-1.03C(3) states remove by hand pulling method (no machinery to be used) noxious and invasive plants within the highway. Spartina junceum is an extremely deep rooter and impossible to hand pull. Can it be chopped down to ground level and/or sprayed with herbicide?
