Inquiry #1: We noticed that there is no DVBE goal or participation requirement on this project however there is a reference to submitting any DVBE quotes with 4 business days after submittal of the bid. The specs also discuss offering an incentive but do not outline how a contractor achieves this incentive nor does it list a dollar amount that can be credited towards a contractor's bid. Please advise if a DVBE goal has been established for this project.

Inquiry #2: 1. Item 35 - Minor Concrete Misc construction appears to be a 2 ft max concrete pour under the existing concrete apron intended to fill a portion of the void under the apron. Since the cross sections do not clearly define what original ground looks like under this apron, how was the 25 CY calculated?
2. What is the intended type of embankment material to be that occupies the remainder of fill under the apron up to the 2 ft below the bottom of the apron? Since this job has no roadway excavation item, how is this embankment material paid for?
3. Would Caltrans consider modifying this design to include a volume of 2 sack slurry under the apron up to the bottom of the 2 ft of minor concrete and creating a bid item for 2 sack slurry backfill?

Response #2:Please refer to Typical Cross Sections sheet X-1 and Minor Concrete (Miscellaneous Construction) detail on Construction Detail sheet C-5.

Standard Specification Section 9-1.03 PAYMENT SCOPE: “Payment for a bid item includes payment for work in sections referenced by the section set forth by that bid item.” For this work Section 72 includes Rock Slope Protection.
