Inquiry #1: Per Construction Details on Sheet C-3 (Page 6) of plans, it shows various "Locations of Existing Nonhighway Facilities" (Manholes, Valve Boxes, Electrical Boxes, Survey Monuments, etc.) in the new areas of construction. Who is responsible for the lowering and raising these to final grade. There are no bid items for adjustments(typical Item code is 780270).

Response #2:Attention is directed to plan sheet C-3, Note 1: “PRESERVE/PROTECT ALL EXISTING UTILITIES.” . Attention is also directed to 5-1.36 PROPERTY AND FACILITY PRESERVATION of the Standard Specifications. The Contractor is required to preserve and protect all existing Nonhighway Facilities including, but not limited to, Manholes, Valve Boxes, Electrical Boxes, Survey Monuments, etc. The final pavement grade from PM Mer-140-37.39 to PM Mer-140-38.8 will remain the same as the existing pavement grade, therefore, no raising/lowering will be needed for these Nonhighway Facilities. The pavement treatment strategy from PM Mer-140-37.39 to PM Mer-140-38.8 will be “Mill and Fill” (0.15’ HMA-A) as shown on Sheet C-1, and the paving limits from PM Mer-140-37.39 to PM Mer-140-38.8 will be from ES to ES. Please refer to Sheet C-1 for more details with regards to paving limits at public road intersections from PM Mer-140-37.39 to PM Mer-140-38.8.

Inquiry #2: Per Bid Item Number 13 Cold In-Place Recycling (Foamed Asphalt) quantity of 89,100 SY seems incorrect. This bid item also effects # 14 Cement, #15 Asphalt, #16 Asphalt Emulsion, #17, Sand Cover, and #19 Asphalt Emulsion (Fog Seal Coat). Please clarify.

Inquiry #3: Since Caltrans is requiring a MRI of at least 90 in/mile on the CIR per Section 30-7.01D(2)(d)(ii)(F) Smoothness of the Special Provisions, will Caltrans add the specification for incentive/disincentive for the MRI on the HMA?

Inquiry #4: Per Standard Specification Section 39-3.04A the contractor is to cold plane and place asphalt back in the same shift. Will the state consider allowing the contractor 48 hours between cold plane and pave back between post miles 37.4 and 38.8 for the 0.15' cold plane and 0.15' HMA overlay (excluding the digout)? There is a large existing section of 0.95' AC over 0.40' PCC in this area.

Inquiry #5: Bid item 18 is for Intelligent Compaction (CIR). This work is further defined on page 20, section 30-6. Also noted in the specials, page 52, section 39-2.08 is Intelligent Compaction (HMA). On previous CIR jobs with Intelligent Compaction on both CIR and HMA, separate bid items were provided for the two. Please confirm IC is also required on HMA. If so, please provide bid item for IC-HMA.

Inquiry #8: The specifications state:
Replace the 2nd paragraph of section 39-2.05A(1)(a) with:
Placing a BWC consists of applying a bonded wearing course asphaltic emulsion and placing the specified HMA in a single pass with an integrated paving machine.

Is the 0.15' of HMA meant to be a bonded wearing course placed by a specialized machine or is it a 0.15' HMA overlay on a tack coat placed by a conventional paving machine? Please clarify.

Inquiry #9: Per Addendum 1 you have added the New smoothness Incentive specification for the project, but does not include the note from previous special provisions on what Target Smoothness Table to follow for the FINAL smoothness of the HMA when HMA is placed on top of CIR?

What target smoothness table per Addendum 1 is the contractor to follow for the .15 HMA-A placed over the CIR?

Inquiry #10: Per Division V Surfacing and Pavements , 39 Asphalt Concrete , Section 39-2.02B(3) of the Special Provisions, is requiring the asphalt binder for the Type A HMA be PG 64-28 PM. PG 64-28 PM is design for higher elevations, than the Valley floor. We would recommend either PG 64-16 or PG 70-10. Will the State please consider switching to a better suited Asphalt Binder for the application.
