Inquiry #1: On bridge location 57-0767R bid item Replace Neoprene Gland is bid per LF and requires the removal and replacement of bolts. If the existing bolts are frozen and the heads break off thus requiring drilling & tapping for the placement of new bolts, will Caltrans be paying for this operation via Force Account as there is no way for bidding contractors to verify the quantities with the information provided.
