1)Yes, Prime can sub-contract out the C-31 work.
2)The prime contractor needs to be able to cover 50% of the work, so if they have an "A" license or a combination of C-10 and C-32 they are good.

Inquiry #2: What is the DVBE % required? It is not clear what Caltrans means by: "DVBE participation incentive up to $250,000". Please clarify.

Yes, prime can subcontract out the C-7 work.
The C-7 work can be done by a C-10.
But a C-7 cannot do everything a C-10 license does.
C-7 is low voltage, C-10 can do both low and high voltage work.
