Inquiry #3: Pertaining to Drainage Systems No. 17 and No. 26: Per the plans, these locations call for 42" and 60" WSP - Trenchless Installation Method. In order to carry these out, large jacking pits will be required in order to get the WSP into and through the borehole. Currently (at each drainage system's inlet) there are two large clusters of Redwood Trees with very broad lateral root systems that would interfere with the excavation of these jacking pits. Other than the concerns of digging through the "structural root zone" and compromising the trees, there is also the safety hazard of literally pushing the trees over given the jacking forces required at each of these locations, even with a drilled backstop. Since the work cannot be done from the outlet side due to the topography, does Caltrans anticipate the contractor being allowed to remove these trees in order to complete the work? Or does Caltrans anticipate altering the alignments away from the trees in order to install the WSP?

Related to the Question Above: The "Tree Protection Plan" notes say many things including: manual grading within the root zones, prohibiting the storing of equipment within the root zones along with the usage of temporary construction mats (detailed in the erosion control pages). Does Caltrans anticipate the contractor to dig these jacking pits and install the necessary piling to support the jacking forces of these pipes (specifically No. 17 and 26 detailed above) by hand, or will there be engineer discretion when it comes to dealing with the large redwoods and their lateral root systems located adjacent to the culvert inlets?

Inquiry #4: The headwall detail on page DD-4 shows the headwalls have a keyed footing but the 2023 standard plan D89A show the footing as flat on the bottom. Are the straight headwalls on this project required to have a keyed footing?
