Inquiry #1: Bid Item 27 6" METHYL METHACRYLATE PAINT TRAFFIC (RECESSED). Per plan sheet PDQ-1 the MMA Paint Traffic Stripe Recessed specifically states that detail 22 is measured as a single stripe and detail 29 is measured as two stripes. On past projects Caltrans has paid the MMA Traffic Stripe as 2 separate lines as this material cannot be sprayed but must be installed utilizing ribbon/extrude method such as the installation of thermoplastic (EWNV). Is this a typo on the plans? Is the MMA going to be paid as individual lines being the material is installed using ribbon/extrude method same as thermoplastic (EWNV)? If the MMA is going to be paid per stripe can Caltrans please increase bid item quantity for this bid item as well as update the plan sheet PDQ-1 or please confirm the payment notes are correct as stated on PDQ-1?

Inquiry #2: Thermoplastic bid items 24, 25, & 26 call for enhanced wet night visibility. Are the glass beads on this project required to meet the "BABA" act? Or will all retroreflective glass beads as listed on the AML for high performance glass beads be accepted for this project, even though not all the materials listed on the AML will meet the Buy America Act?

Response #2:(BI#2)-“Materials and products subject to the Buy America provisions of this contract, may include those to be selected from Authorized Material Lists. Glass beads must meet Section 6-1.04E, “Construction Materials,” of the Special Provisions for Buy America compliance (domestically produced) and must be selected from the Authorized Material List. Both conditions must be met.”

Inquiry #3: Job 02-3J7904 calls for three inconsistent bid items that raises several concerns: Thermoplastic Traffic Stripe (Recessed) (Bid Items #24, 25, 26), Methyl Methacrylate Paint Traffic Stripe (Recessed) (Bid Items #27, 28), and Two-Component Paint Traffic Stripe (Recessed) (Bid Items #29, 30). Due to the limited distance of the job, the use of these three materials will result in a substantial overall increase in the total cost of the project. It also creates limited bidding capabilities by most striping subcontractors as most do not have the necessary equipment to perform all three. The consistency of the retroreflectivity beads of each material will also be incohesive, creating a conflicting appearance. Each material also has a differing lifespan, which will require sections of the pavement delineation to be replaced before or after other sections. Due to these concerns, can Caltrans replace Bid Items #24, 25, and 26, and Bid Items #27 and 28 with the material used for Bid Items #29 and 30?
