Inquiry #1: This contract calls for "Fog Seal Coat Paved Gutter" in about 30 locations. In almost every location the gutters are buried underneath mounds of dirt and rock that has come down over the years, in some locations they are completely buried and not even visible.
In none of the locations are they 5' wide as shown on the plans. Does Caltrans expect the contractor to daylight all of these gutters in order to place the fog seal?
