Inquiry #1: Section "1" on Page X-1 calls out for AR Chip SAMI-R with Asphalt Rubber Binder, Asphaltic Emulsion (Flush Coat), Precoated Aggregate (Seal Coat). The bid schedule does not have bid items for the Flush Coat and per Caltrans Standard Specification Section 37-2.05 "37-2.05A General
Section 37-2.05 includes specifications for placing stress absorbing membrane interlayers (SAMI).
Comply with section 37-2.04 except a flush coat is not required.
Traffic must not be allowed on a SAMI."

Please clarify.

Inquiry #2: Plan sheet's C-1 through C-5 fail to identify the limits pay limits of Bid Item #86 (Minor Concrete Curb and Gutter), #87 (Minor Concrete Sidewalk), and #88 (Minor Concrete Curb Ramp). Can Caltrans please clarify where the limits are for these three items?

Inquiry #3: Plan sheet C-5 shows the Removal of the existing A2-6 Curb and Gutter as remove Concrete Curb, yet there is no quantity for the removal of curb at the intersection of Skyline and hwy 139 in the quantity sheets. Can Caltrans please clarify how the Removal of Curb and Gutter at the intersection of Skyline and hwy 139 is getting paid.

Inquiry #4: Plan Sheet 114 shows the limits for removing the existing concrete, as well as the limits for structure excavation and backfill. There is not a bid item for structure excavation or structure backfill. Can Caltrans please clarify how structure excavation and backfill is paid.

Response #2:(BI#4) - Structure response: Earthwork required for the installation of barrier slab concrete is included in the bid item STRUCTURAL CONCRETE, BARRIER SLAB.
Refer to the 6th paragraph of section 9-1.03 in the Standard Specifications, and list item 4 in the 2nd paragraph of Section 51-1.01A in the Standard Specifications which states that Earthwork for barrier slabs must comply with Section 19-3.

Inquiry #5: Section 37 of the Special Specifications modify's section 37-2.02B(2) and 37-2.02B(3) of the 2023 Caltrans Standard Specification's. Section 37-2.02 only applies to "CATIONIC ASPHALTIC EMULSION CHIP SEALS." Bid Item #45 and Bid Item #46 indicate that the Chip Seal on this project is a Asphalt Rubber Chip seal. Should these modifications to the Standard Specifications be applied to Section 37-2.04 "ASHPALT RUBBER BINDER CHIP SEAL" instead of section 37-2.02?

Inquiry #6: The "OVERLAY TO EXISTING GRADE TRANSISTION" detail on plan sheet C-5 shows the driveways at PM 2.07, 2.14, 2.42, 2.47, 2.58, 3.58, 6.21, 7.30, 7.73, 9.18, 10.28, and 10.66 as an Overlay. Yet "SECTION B-B" on plan sheet C-6 shows these 12 driveways as a reconstruct. Which is Correct?

Additionally, there are not any quantities provided for the driveways, or details of the driveways that are sufficient enough to calculate quantities from. Can Caltrans please verify how the driveways and road connections are being paid, as well as provide quantities for each location?

Inquiry #7: Regarding Item #58 Rail Element Wall - Plan Sheet #30 / C-9 indicates 10 FT steel posts are required but does not indicate the size / weight of the posts. Please provide complete size of posts required for the rail element wall.

Inquiry #8: To Follow up to inquiry 7. The Wall call out for square foot that would make the railing elements three high. They Construction Detail on C-9 only shows two. Also to add to inquiry 7 we need to know weather we are installing a Heavy W6x15 or W6x8.5 post. These are quite different in pricing and loads the materials can take.
