Inquiry #1: The 2023 Standard Specifications state that the Certified Small Business Listing for the Non-Small Business Preference is "No Later than 4 p.m. on the 2nd business day after bid opening", but the Special Provisions state that the Certified Small Business Listing for the Non-Small Business Preference is "No later than 4 p.m. on the 4th business day after bid opening".

Please confirm that the 4th business day is when the Certified Small Business Listing for the Non-Small Business Preference is due for this project.

Inquiry #2: Special Provisions section 12 Temporary Traffic Control section 12-4.02(7)(b) states “The maximum length of a single stationary one-way-reversing traffic-control lane closure is 1 mile between flaggers.”. Only being able to perform 1 mile of work at a time will double the amount of shifts it will take to perform paving and partial depth recycling operations. Will the department consider extending the lane closure to 1.5 or 2 miles between flaggers?

Inquiry #4: On sheet X-1 Typical Cross Sections it shows PM 26.19 to PM 26.80 having (2) 12’ lanes and 4’-8’ variable shoulders with PDR only being performed on the (2) 12’ lanes. However, PM 26.27 to PM 26.53 has a median turn lane and an outside turn lane and median striped areas and an average width of 40’ from fog line to fog line. Please clarify the limits of PDR for PM 26.19 to PM 26.80. Is it the Departments intention that the Contractor only perform PDR on the (2) 12’ mainline lanes?

Inquiry #5: Bid item 13 is name "Partial Depth Recycling - Foamed Asphalt". Will emulsified asphalt be allowed to be used as the recycling agent on this project or is the PDR process limited to foamed asphalt only?
