Inquiry #8: The responses to bidders inquires No. 3 and No. 6 conflict with the detail shown on plan sheet C-1. This detail shows a .10' grind of existing Open Grade prior to the .15' cold plane in the No. 2 lane. The answer to bidder inquiry No. 3 states "The number two lane is cold planed twice as shown in the plans", this clearly indicates that the .10' grind is intended to be milled first and traffic allowed to travel on this surface prior to milling the no. 2 lane the additional .15'. However, bidder inquiry 6 is in contradiction as no time is allowed for the public to travel on a milled surface. Please replace Section 39-3.04 of the 2003 Standard Specifications to allow a sufficient number of days for traffic to travel on a milled surface.
