Inquiry #1: Why is the State requiring a bonded wearing course with an integrated spray paver for this project? It is not typical to require a bonded wearing course for a .2' thick RHMA-G structural section. What is the benefit of applying a polymer modified asphaltic emulsion under a .2' lift of 3/4" RHMA-G with an integrated spray paver vs. applying the emulsion with a distributor truck (Boot Truck) in front of a conventional paver?
The cost of using an integrated spray paver is much higher due to slower production and lack of availability.

Inquiry #3: In reference to the 1.5' thick remove & replace digout locations (5,300 CY of road exc and replace with 5,300 CY of RBWC-G / HMA-A / AB), please provide traffic handling plans that include K-Rail / crash cushions along the Highway and traffic provisions that allow long-term closures and detouring for the Ramps. If these long-term stationary closures are not allowed, public safety and convenience is unnecessarily impacted and the cost for the work is significantly increased.

Inquiry #12: It is understood that Caltrans includes all work codes associated with the bid items on this contract to identify DBE firms certified in the CUCP that could perform work on this project to help establish the 22% DBE goal. When Caltrans calculated the 22% DBE Goal for this project what work codes were identified as contributing to $4,202,000 value of potential DBE participation? What methodologies / calculations were employed to take into account the current capacity of those potential DBE’s to handle this much work in this geographic area?

Response #2:(BI#12)-A determination was made on what work may potentially be subbed out to DBEs. A review of all the bid items on the contract was performed and compared to DBE firms who are certified in the CUCP to perform those work items and indicated an interest to work in the district that this project is in. Nonetheless, bidders are required to select portions of work to be performed by DBEs in order to increase the likelihood that the DBE goals will be achieved. This includes, where appropriate, breaking out contract work items into economically feasible units (for example, smaller tasks or quantities), beyond those listed via these Work Codes, to facilitate DBE participation, even when the prime contractor might otherwise prefer to perform these work items with its own forces.

Please refer to the contract documents, special provisions, and Standard Specifications 2-1.12 for the DBE requirements on this contract. You may find 49 CFR Appendix A to Part 26 I. DBE Regulation on Guidance Concerning Good Faith Effort helpful.

A. Plan C-2, 36 of 296, states "Exist. MBGR-Protect In-Place." This is not feasible for the Removal of Concrete Barrier or construction of the Concrete Barrier Transition (CBT). Will the Guardrail be removed?

B. Plan 5/26, 275 of 296 shows details for the CBT. Is the 32 LF Concrete Sidewalk (SW) included in this Item or paid separately?

C. What is the spacing of the #5 "L" dowels placed transversely from the CBT into the SW?

D. Section A-A indicates "Drill & Bond Dowels" horizontally into the Bridge Railing? There is no Bridge Barrier at the end of the CBT to drill into.

1. Our understanding is that bid item 60 includes both drilling and bonding rebar dowel bar. We do not see any direction for "Chemical Adhesive" to be used in any locations. Please verify that bid item 61 is needed and where in the plans and/or specs it is required.
2. If item 61 is needed, why would item 60 also be needed? It seems that only one of the other would be needed. Please clarify.
