Inquiry #5: Note 10 on plan sheet 76 (SC-1) states “contractor must raise maintenance access points (MAPs) to final grade within five days of grinding and paving operation for blocks under construction”. Addendum 1 deleted bid item 28 (lower and raise utility frame and cover = 29 each). How is the contractor paid for lowering and raising all utility frames and covers?

Inquiry #6: Lane requirement charts K1, K2, K5, and K6 show lane closures are only allowed 7 am – 3 pm, Monday – Friday. The stage construction plans (Stage 1 – Phase 1 & 2 and Stage 2 – Phase 3 & 4) show long-term stationary lane closure using a combination of surface mounted channelizers and portable delineators for the entire length of the project.
Are the surface-mounted channelizers and portable delineators to remain in-place during non-working hours for the duration of each Stage and Phase? If yes, will the taper devices shown at each of the intersections need to be removed before opening the lanes to traffic after each day of work and re-placed at the begin of each day of work?

Inquiry #8: Is Caltrans expecting the Channelizers (Surface Mounted) to be placed at the beginning of the designated working hours and removed at the end of each shift? Or could this be considered a portable delineator since there are established working hours during the Stages and Phasing.

Inquiry #9: Special provision 5-1.36C(3) states "San Francisco Muni's overhead contact system (OCS) shown at the intersection of California Street and Park Presidio Boulevard will not be de-energized. The OCS may interfere with your construction activities, including cold planing asphalt concrete and HMA paving. Construction activities within 10 feet of OCS
require de-energizing. If temporary de-energizing of the OCS is needed...You are responsible for any delays and costs incurred to de-energize and re-energize the OCS."
Is the OCS going to be de-energized/re-energized by San Francisco Muni if contractor's equipment will be within 10-feet? What is the cost to de-energize/re-energize the OCS? What are the delay costs? How are all of these costs paid?

Per section 5-1.36C(3), of the Contract Special Provisions, “If temporary de-energizing of the OCS is needed, make arrangements with San Francisco Muni by following their website instructions.” The website link is included in the special provisions and includes background cost information. Please bid per the current contract bid documents.

Inquiry #10: For the Traffic Monitoring Station System, it does not appear that DLC cables are shown are all the loops. For example at Route 1 & Winston (drawing E-2), on the North & South side, there are no DLCs shown for lanes 2 & 3.
Is splicing required for DLCs and detector lead-in cables?
It shows DLC cables ending up in a No. 6 pull box, please clarify how much slack is required inside the box and if this will be for future use?

Response #2:Please splice the detector lead-in cable to a DLC cable and coil 5 feet of DLC inside the No.6 pull box, each loop should be connected to a separate DLC.
