Inquiry #6: Please refer to Plan Sheet SCQ-16. The Sheet No's, Stage No's and corresponding Locations do not appear to match the work shown in Stage Construction Drawings. For instance, no minor concrete work or guardrail work is shown in Stage 1, however, Plan Sheet SCQ-16 indicates Temporary Barrier to be installed to accommodate this work. In reviewing the Stage Construction Drawings, it appears this work would occur in Stage 2 and not in Stage 1. Please revise the Stage Construction / Traffic Handling Sheets accordingly to match the correct sequence of work in each stage.

Inquiry #7: Note 4 on Plan Sheet SC-1 as well as Plan Sheet SC-10 states to cold plane and place HMA in maximum 1,000 foot intervals with at least one through traffic lane open in each direction during nighttime closures. Section 12-4.02C(7)(b) of the Special Provisions also states the maximum length of the work area inside a closure is 1,000 feet and also states the maximum length of a single stationary one-way reversing traffic-control lane closure is 1,000 feet between flaggers.
Please confirm the following:
1. Does Note 4 on Plan Sheet SC-1 and Plan Sheet SC-10 only apply to work in Stage 1A and Stage 2 as these notes are only shown on the cover sheets for these stages, or do these notes apply to all stages (1A, 1B, 1C, 2, 3 and 4)? Stage 5 is final overlay only with no cold planing.
2. Will the contractor be able to extend into another 1,000 foot segment in the same shift if the paving of that segment is completed in its entirety (finish rolled), or will the contractor be limited to a maximum of one (1 ea) 1,000 foot segment per night?
Only allowing a 1,000 foot segment to be constructed at a time results in significantly low production.

Note 4 on SC-1 does not limit the contractor to a single 1000 ft work area per night. It says the "intervals" are 1000 ft long. It does not say the contractor is limited to only one interval. Also, section 12-4.02C(7)(b) of the special provisions only states the max length of the work area in a closure is 1000 ft. Again it does not limit the number of intervals per shift.
If the Contractor is limited to one(1) 1000 ft interval per night shift, the contract time for the work will have to be doubled to at least 600 working days.

Inquiry #12: As a follow up to Inquiry #7 and Caltrans' response regarding the 1,000 LF closure intervals, answers provided by Caltrans in bidder inquiries are not considered binding and do not modify the contract documents. The response to Inquiry #7 contradicts the Special Provisions and Contract Plan notes for this project which only specify that a closure limit / work area of 1,000 LF is allowed at a time, but does not restrict the contractor from performing more than one (1 ea) 1,000 LF interval per shift so long as the previous intervals are 100% complete.
If Caltrans' intent is to restrict the contractor to a maximum of only one (1 ea) 1,000 LF interval per night and no more, than please issue a clarifying addendum specifically including this language into the Contract Documents.

A77N3 - MGS TYPICAL LINE POST EMBEDMENT AND HINGE POINT OFFSET DETAILS, in DETAIL B, steel is the only option.

Inquiry #15: The quantities on sheet SCQ-16 for Temporary Barrier System seem to indicate the barriers are required for guardrail work and minor concrete work at the intersections. There is no callout for Temp Barriers for the 5000 ft of bike lane road widening work - which requires a 1.85' deep excavation. It seems barrier would be needed for the widening before the guardrail or minor concrete.
Also on SCQ-16, the sheet callouts (first column) are completely wrong and the sheet should be revised by addendum.

Inquiry #17: As a follow-up to the previous questions regarding the 1000 ft work limit - it seems the 1000 ft limit may make sense for Phase 1 work (Main Street to Spindrift) where there are a lot of cross streets and a median island. The limit does not make sense for Stages 2-5, especially stage 5 where we are paving the final 0.1' lift of HMA. Please reconsider the requirement, or issue an addendum that clearly states the work limitations (per night closure shift) that the Contractor will have to work under. The current Hwy 1 project near Point Reyes allows closures of over 1 mile.

Response #2:See the special provisions, Section 12-3.20B(2)(d), Temporary Concrete Barriers with "J" Hook. There is an approved proprietary concrete ‘J-Hook’ or ‘J-Rail’ barrier. See the Caltrans MASH Approved Barrier website, https://dot.ca.gov/programs/safety-programs/mash. Also, Caltrans has standard and nonstandard plans for F-23 and Cross Bolt concrete MASH compliant barriers.
K-Rail is not a MASH TL-3 compliant barrier. Only MASH compliant barrier will advertise on Caltrans projects after January 1, 2027. In the meantime, there will be several pilot projects with MASH compliant barrier only.
K-Rail is allowed on this project. Per Special Provisions, Section 12-3.20A(4)(a), General,
"Temporary barrier systems must comply with MASH Test Level 3 except for Type K temporary railing."

But "Z" permit is as followed:
“Z” Permit (PUC §5384(a)):
These are “specialized carriers”, who do not hold themselves out to serve the general public, but only: provide service under contract with industrial and business firms, governmental agencies, and private schools OR transport agricultural workers to and from farms for compensation OR conduct transportation services, which are incidental to another business. (However, note that if the transportation is incidental to either commercial balloon operations, commercial river rafting, or skiing, the appropriate authority is a “C” certificate, above.)
“A” Certificate (PUC §§5371.1 and 5383):Chartered service
May operate vehicles of any seating capacity
