Inquiry #1: As there is no traffic control chart provided for Winters Road, could a temporary traffic control signal be installed and used continuously for the duration of the project instead of flaggers/Automated Flagger Assistance Device (AFAD) to eliminate moving k-rail back and forth every workday?

Response #2:The bidders should bid according to the plans and specifications. Sheet THD-1 requires traffic handling 24/7 on Winters Road.
Temporary traffic signal system is not a bid item in this contract.

Response #2:It is not the State's intent that all excavation remain at the site. Per Section 19, Earthwork, of the Special Provisions, dispose of the surplus material.

Inquiry #4: Per Question #3, Does the State have an idea of how much dirt they would like to stay on site / offhaul? Q-1 Summary of Quantities is misleading regarding the roadway excavation / embankment quantities being equal.
