Inquiry #8: There seems to be discrepancies between the quantities show on the Table beginning on Sheet C-1 and the line-work in the Modifying Existing Electrical Systems Layout sheets. For example; the table on C-1 indicates that Sheet E-3 has 810 LF of "Four 2-inch Fiber Optic Conduit (Trench in Pavement Method Travel Lane)" however, the notes indicated on sheet E-3 make no such reference and seem to indicate that there is only 50 LF of 3" new conduit is to be placed on that sheet. There are numerous locations of conduits shown on Drawings E-3 thru E-115 that reference the Project Notes on Drawings E-1 and E-2. Several Project Notes do not provide installation details of the conduit. I.e., is the conduit existing, is it to be installed in a new trench, is it to be directional drilled. Please provide installation details for the following Project Note Numbers: 2,21,22,23,24,39,40,57,58,75 shown on Drawings E-1 and E-2.

For example, Drawing E-61 shows conduits referencing Project Notes 2,21,23,24. These notes do not provide any conduit installation details.

Inquiry #15: Specification Section 12-3.24 MOBILE BARRIER SYSTEMS requires the use of Mobile Barrier Systems for most of the work on this project. Using Caltrans Mobile Barrier System Guidelines (dated December 2023), the estimated cost of one Mobile Barrier System is $2,000 per day. Per Section 12-3.24B, the rental cost for one Mobile Barrier Trailer is $25,000 per month. Additionally, the use of MBT’s will significantly impact production while installing the Multi Duct Conduit System trenches along the Caltrans ROW. These requirements will add substantial costs to the project. Please consider allowing the use of more typical Caltrans lane closures for this project (in particular for the new MDCS trenches).

Inquiry #17: On sheets E-3 to E-115 there are many contradicting instances where the lines and notes indicate a new length of conduit merging into an existing conduit with no notes indicating a continuation of the new conduit along the existing conduits or a method of installation were new conduits to be placed. Additionally, the provided Quantities tables contradict what is shown in the layouts.

For example: on E-9, near EB1 Line 174+75, there is a length of 137' of Note 77 (new 4-1.5" C) sweeping away from a run of notes 6 (Existing conduits, pull FO cables) & 78 (Existing, for reference only). The notes seem to imply that the 137' of note 77 is installed without continuing along with notes 6 & 78. Please clarify and/or correct what exact materials and methods are to be used.

These notes are shown on multiple plan sheets, but the dashed lines, which indicate the routing, do not appear to be very specific. Inquiry #52: An extensive estimating effort is needed for this project given it's overall length, the multiple types of underground raceway/trench sections, aboveground raceway/details for attaching to diverse concrete and steel structures, and providing traffic control for all the various work in a very complex urban transportation corridor.
The project's pricipal pay items, such as electrical systems, technology refresh, and traffic management, are lump sum items which means the bidders must pay much greater attention to the breadth and acccuracy of their material takeoffs (including fully vetting the table of quantities provided in the drawings) than would be necessary for unit price items, since the quantity risk for the lump sum items lies with the contractor.
Furthermore, another major Caltrans project similar in nature to this one has been postponed and is now bidding only one week prior to this project's bid date. The amount of estimating/bidding work crammed into such a short period of time is overloading not only our own estimators but those of our subcontractors and suppliers.
Considering all the above, we request that the bid opening date for this project be postponed by three weeks to allow bidders ample time to complete and review their estimates.

Inquiry #59: Section 13 Water Pollution Control states this project's risk level is 3. Please provide Caltrans' preliminary Risk Assessment so we can compare our calculations. We believe this project should be a Linear Underground/Overhead Project (LUP) Type 1 or 2.

Inquiry #60: I am trying to square up the cold plane, tack, and asphalt quantities associated with Bid Items 53, 54, and 55.

Summary of Quantities Sheet Q-1 points bidders to sheets C-1 to C-3 for these items.

Sheets C-1 to C-3 list tens of thousands of lineal feet of trenching in pavement.

The asphalt backfill shown on the ED plan sheets show a 4' wide pavement section.

350 SQYD of cold plane makes no sense when considering there are tens of thousands of lineal feet of trenching in pavement travel lanes. It is important to get these quantities as accurate as possible when bidders must also concern themselves with things like the 15% DBE goal.

Please confirm quantities for bit items 53, 54, and 55.
