Inquiry #7: This project states that the number of trainees or apprentices is 19 for the Federal training program. Can Caltrans please provide the source document that requires this apprentice count? The contractors union agreements do not allow ratios to exceed the 5-1 journeyman to apprentice ratio, which would force the contractor to have 95 journeyman on this project in order to meet this Federal training program requirement. The ratio that you are requesting would not in compliance with our union agreement. The work on this project does not remotely require this type of work force (Majority of the work on this project is paving). Along with the source document for this trainee/apprentice count, could Caltrans also state whether this project is solely funded by federal funds?

Inquiry #22: Since every concrete contractor and concrete supplier's are saying they can't meet the 90 min discharge spec will Caltrans be making any adjustments to that spec? If not then Caltrans is saying all contractors are limited to using Volumetric mixers as that would be the only way to meet spec.

Inquiry #24: In your answer to Bid Inquiry #9, you refer to the chart that shows the construction activities in each of the locations we are to use the mobile barrier system (FYI, lane closure chart G1 and the work described does not pertain to this contract). The roadway in these areas are one lane in each direction. There is no room to set up the mobile barrier without impacting the adjacent open lane under the one-way reversing traffic control system and still have room to work in the closed lane. From the information we've been given from the various rental companies, this system is appropriate for multilane roadways, as it is presently being used on the Golden Gate Bridge. Given this information, is it appropriate to use a mobile barrier system for the various construction activities given the restraints of this project?

Inquiry #26: Section 14-8.02 of the specifications asks the contractor to “Monitor noise on the project continuously.”. Can you please specify of continuously is defined as 24-hours a day? Or if this refers to hours of work when the contractors crews are working? This distinction would significantly change the price of work for this type of monitoring.

Inquiry #30: Structural Plan Sheets Show building 3 new Concrete Barrier Transitions on Layout Plan Sheet L-2. There are no traffic handling plans for this work? How are contractors to protect this area after guardrail is removed while each of the 3-15' concrete barrier transitions are being built?

Inquiry #31: Plan Sheet l-12 shows installing 5 Crash Cushion where existing guardrail is currently. These crash cushions require concrete foundations that must achieve 4000 psi before installation. There are no traffic handling plans for this work. How are contractors to protect the bridge after removal of guardrail and prior to when the crash cushions can be installed?

Please delay the bid 2 weeks so this work can be bid evenly between contractors and safely for the traveling public.

Inquiry #32: Addenda #3 did not correct the issue on Plan Sheet L-29. Quantity Sheet Q-3 shows 4-Alt. In-Line Terminals for the 2 guardrail runs and plan sheet Q-5 still shows an Alt. Crash Cushion on one of the 4 corners. Contractors need to know what is being placed there as crash cushions have specific requirements for rail placement behind them when connected to Midwest Guardrail or Thrie Beam Barrier.

If a crash cushion is required we will also need a traffic handling plan to address how to handle traffic when we are waiting for the concrete foundation to cure.

Delay the bid to get these questions answered.
