Inquiry #2: Traffic Handling Plans and bid items call for the use of the Moveable Barrier for paving operations. Earlier this year, a test strip in Rio Vista showed that the use of moveable barrier during Cold Plane and Pave operations is not a good idea. The barrier transfer machine (BTM) left wheel ruts in the still warm HMA. The moveable barrier for the recent District 4 project is only being used for concrete barrier replacement work, and not during paving operations. This project only has only 1-lift of HMA paving (RHMA-G). Any rutting will be permanent. The use of moveable barrier for this project should be re-evaluated.

Inquiry #3: The structure plans under general note (Design) refers to "Structure Technical Policies as of 2022".
Please verify that section 5.1 "Corrosion Protection for Structural Concrete Elements" does not apply to this project. No provisions for epoxy coated reinforcing requirement is present in the plans, specs or special provisions.
To be specific, no epoxy coated reinforcing is required.

Inquiry #4: Response to question #2
The response to question #2 does not take into account that fact the Moveable Barrier System should not be used on new HMA pavement. It was tested and failed last year.

Second - this project has approximately 40-45 shifts of RHMA paving. The shifts required to install, relocate, and remove the moveable barrier system are 20+60+20 respectively. In other words we are exposing our workers to nearly 100 shifts of non-positive work zone protection in order to have the +work zone protection for 40 shifts of paving work. This does not make sense.
Mobile Barriers could be used for protection during approach slab work, and regular lane closures should be used for the 40 shifts of RHMA paving.

Inquiry #5: ITEM #97, CONCRETE BARRIER, TRANSITION-458 LF (F)inal pay:
Plan 252 of 257, sheet 1 of 4 for McLaughlin Avenue UC gives a Pay quantity of 60LF for the four CB Transitions shown. This is incorrect for the Final Pay Item.

Response #2:Refer to sheet 252 of 257 of the contract plans. The quantity of item no. 97, Concrete Barrier Transition, attributed to McLaughlin Avenue UC is 60 LF. The total quantity for item no. 97 is 458 LF. Refer to sheets 225, 229, 234, 238, 243, 248, 252, and 256 of 257 for quantities for item no. 97 attributed to the other locations.

Inquiry #6: PLEASE REFERENCE the ENGINEER'S RESPONSE to INQUIRY #5.
Please refer to Plan 255 of 257. This Plan indicates that there is one (1) CBT, Type 1, Departure @ 15'-0". All other Structure Plan details indicate that the CBT, Type 1, Departure is a length of 24'-5-3/8".
Is Plan 255 correct @15'-0"?
