Inquiry #4: After reviewing Lane Closure Charts G3/G4, is it Caltrans intent to remove and reconstruct the median barrier over 6 - 55 hour weekend closures? If this is Caltrans intention then the charts conflict with the Traffic Handling Plans for Stages 2-7 which states that the express lane must remain open during daytime traffic. Please clarify when the barrier can be constructed?

Inquiry #6: Spec Section 12-3.25B Materials for the movable barrier systems provides a price of "...$2,020827.20, not including sales tax. The above price will be firm for orders placed on or before 10/27/2023, provided delivery is accepted within 90 days after the order is placed."

This quote is already outdated, please provide update and consider whether 90 days for delivery is sufficient from order placement to take delivery.

Lindsay Barrier has informed Caltrans that they will be providing all prospective bidders who attended the required Pre-Bid Meeting with the updated quote. Note that their quote does not include movable barrier crash cushions, while the quote in the specs does. Also note that the new quote provided in the updated specs does not include tax, as noted.

Bid Item 53 calls out Concrete Barrier (Type 60S MOD) - 120 LF

The Detail Plan Sheets and Quantity Sheets do not call out any Type 60S or Type 60S MOD Barrier, however they do call out for Type 60G and Type 60G MOD for which there are no bid items. Please confirm the Type 60S and Type 60SMOD is meant to be Type 60G and Type 60G MOD.

Response #2:X-1 and X-2 show the cold plane and pave limits as the saw cut line minimum 1' from the face of the barrier. The proposed sections for the cold plane and pave extend to the saw cut line. This is consistent with the Layouts. The pay quantities include this.

Inquiry #13: Typical Cross Section on Sheet X-1 shows to sawcut a minimum of 1' outside the edge of the proposed concrete barrier:

1. Is this minimum 1' slot to be removed, and if so, how is to be paid?
2. If it is to be removed, what is to go back in this slot (aphalt/concrete) after construction of the barrier, and how is it to be paid?

Inquiry #14: It was mentioned during the Pre Bid meeting on 11/14/23 that 6 EA 55-Hour Closures (of Lane 1 in each direction) have been approved for this project because it is believed there are some items of work that cannot be completed otherwise. There is nothing mentioned in the Special Provisions or in the Project Plans what items of work those are. Please provide information regarding what the potential work is for the 55-Hour Closures.

Response #2:The (up to 6) 55-hour closures (as shown in the lane closure charts) of lane #1 in both directions may be used for concrete barrier work for Stages 2-7, but their use is not prescribed in the plans or specs and is up to your means-and-methods. These are provided as an additional resource for the contractor to construct the project, and are not required to be used.

Response #2:The approximately 8' offset of the cold plane and overlay from the face of the median barrier at this location ("NE1" St 335 to 350) is to avoid existing drainage and concrete pavement. Other locations with an offset throughout the project limits are also to avoid damaging or paving over drainage, concrete pavement and other features.

Inquiry #17: The 6-55 hour closures allow for 1 lane in each direction, most of the work to be done during the closures will need 2 lanes in each direction. The removal and replacement of the barrier will be unsafe to move in a single lane. Can you change the 6 - 55 closures to allow for the #1 and 2 lanes in each direction to be closed?

Inquiry #20: Please provide a bid item(s), scope of work, and construction detail for note 4 on plan SC-1 (sheet 213) which states "rehabilitate the pavement ETW to ETW after the median barrier replacement work". Bid item 26 (HMA, type A) for 1,300 tons only includes a 2' wide pavement and is substantially less than the 4' - 23' width between ETW and ETW shown on typical cross section X-1 (sheet 2).

Response #2:This note is only intended to identify that pavement rehabilitation should occur after barrier replacement to avoid damaging the new pavement during stage construction and barrier replacement work. See layout sheets L-1 to L-26 for scope of additional pavement rehabilitation work. See quantity sheet Q-5 for quantities for this pavement rehabilitation. HMA Type A is only to be used under the barrier per note 4 on X-1, the rest is RHMA-G and RHMA-O as shown in sheets X-1 and X-2.

Inquiry #22: Per Existing Section 5 on Sheet X-1, there is an existing section of 1.2' of AC. After the removal of the existing barrier, there will still be existing asphalt under the proposed barrier. Note 4 on Sheet X-1 requires the placement of 0.33' minimum HMA under new barrier construction unless otherwise noted on the plans. Standard Plans for Concrete Barrier Type 60MGC in particular appear to show that the barrier is to be construction on either pavement or well compacted base. Please clarify if new HMA (0.33' Min.) will be required under the new barrier if the existing AC is still in place as detailed by Existing Section 5.

Inquiry #27: Bid Item 14, and sheet SCQ-1 call out a quantity of 120 ea for the Lateral Shift of the Moveable Barrier. There is no information on how Caltrans arrived at this quantity.
Please confirm that payment for a lateral shift is 1 ea to move the barrier out at the start of the work shift, and 1 ea to move back the barrier at the end of shift. Also confirm that a Lateral Shift is per each direction -- Northbound and Southbound. Summary - if the moveable barrier is laterally shifted in the NB and SB direction, and shifted back -- this is 4 ea Lateral Shifts for the work day.

We find the Response #2 to inquiry 23 to be contradictory. In the first sentence, we are directed to replace .33’ to meet the requirements of the standard plans & specification and in the second sentence, we are told to ignore note 4 on X-1. However, note 4 states: “Place .33’ minimum HMA (Type A) under the new concrete barriers, unless otherwise noted on the plans.” The two sentences in the response seem to conflict with each other.

Please consider issuing an addendum with a revised X-1 sheet showing/detailing clear direction to all the contractors the HMA needs under the new barriers.
