Inquiry #2: Has CalTrans performed any analysis on the DBE achievement potential for this project? Typically CalTrans does a breakdown of work items that could be subcontracted out to determine the DBE goal. This project is primarily an electro-mechanical job with one significant subcontractor, the electricidal sub (no electrical DBEs will bid this job) AND consequently it will be virtually impossible to achieve the DBE goal of 22%. Please revise the goal to a more realistic level.

Inquiry #3: The special provisions provide ramp closures at 680 & Alum Rock; however, there is no chart for lane closures during the day.
Since the existing loop on-ramp from Alum Rock to SB 680 begins at one lane, widens to two lanes, then narrows to one lane, may the contractor close a single lane of this on-ramp and provide at least one eleven foot lane to traffic during daytime and nighttime hours?
Similarly, the Hwy 680 SB offramp at Alum Rock starts at one lane and widens to multiple lanes. May one lane of the SB 680 off-ramp to Alum Rock be closed and provide at least one eleven foot lane to traffic during daytime and nighttime hours?

Inquiry #10: Info Handout indicates an extremely high water table at the Alum Rock site, at or near ground surface. Furthermore, the groundwater report indicates contamination of the groundwater (above both ESLs and MCL Priority for exposure to human health). Contractor will need to filter/process the groundwater and then pump into City sewer system. This reflects an extensive amount of pumping. Please confirm that CalTrans (as project Owner) has coordinated this with City and Contractor can expect to dispose of treated water in the local sewer.

Inquiry #14: Can yo please confirm which dimensions in the chart on Standard Plan D-81 you'd like us to use for Box A and Box B? For example, the height of Box A shown on Sheet ST1-2 is 8'-1/2", would us like us to round up and use the 9' height column? Also, please confirm 10' max cover should be used and 12' span width.
It is common, for example on Caltrans retaining walls, for the designer to specify the Design H he or she is expecting us to use.

Inquiry #17: Special Provisions addition, Section 74-1.01D(2)(c) states that "Performance test must show that each installed drainage pump complies with at least (1) 95 percent of the factory certified performance curve and (2) the design pump rates shown."
The following appurtenances seems to be lacking from the designed discharge system to properly test the pumps per the above:
a) a throttling valve on the discharge side of each pump to simulate head pressure ,
b) a pressure gauge between the throttling valve and the pump discharge to read pressure
c) a flow meter on each pump to measure flow
Please explain how contractors are to test in accordance with specification without the items lacking in design to facilitate testing?

No pump manufacturer designs concrete pump pedestals, this is always the responsibility of the Engineer of Record. 74-5.01D (page 99) – Modification of the SCAD system must include providing all required hardware & software, including licenses to integrate the pump plant system with the SCADA system, include a compatible gateway server at the site with its own SQL database.
These 2 points mention wanting new gateway (ignition) on plant site with SQL and Reports capability, also from first point it says they need ignition edge on site.
But Ignition edge is light version which can’t support external SQL and report.
So, are you aware of ignition edge capabilities, if so this may be a misprint ignition edge on first document.
What we can do, for ignition:
Option 1: ignition Perspective + Server + Database
Option 2: Ignition edge + IPC panel

Inquiry #36: It's entirely baffling to me that Designer chose purposefully to NOT provide elevations to bidders on sht St1-2 and ST1-4 ... instead opting to provide "reference datums". If Contractor were to mistakenly scale the longit section #2 shown on St1-2, he would assume the excavation at south end of box was approx 13'-8" since OG = FG here. However if one is to extrapolate the the Elevations shown on ST1-3, the elevation of top of footing at the south end is about Elev 60.4, with the excavation being 3' below this (1' slab and 2' of structural import), with OG and FG = 74 elev ... then the excavation becomes 16.6' ...this is almost a 25% increase in excavation depth. Please confirm that longit sections on St1-4 and S1-4 are not accurate depictions of excavation depths and that Engineer was just doodling.

D-82, under Construction Notes, paragraphs 2, 3 and 4 indicate no expansion joints permitted in invert, calls for 1/2" premolded expansion joints at 30' on center in the roof and walls, and says temporary construction joints may be allowed if normal to box.
Can you confirm that these notes apply and if so will these joints need waterproofing?

Inquiry #40: Contract currently calls for 250 working days. The Motor Control Panels require significant engineering time and have long lead components that will not allow for completion withing 250 working days. Quotes we are receiving are showing engineering and submittal duration of 120 working days, and fabrication time (after having received approved submittals) of 220 working days. This doesn't include time for Caltrans submittal review, Contractor installation, wiring, testing, commissioning of the equipment. We request that Caltrans modify the contract duration to 400 working days and/or allow for delaying NTP until submittals for Motor Control Panels are approved.
