Inquiry #2: Please provide clarification.

Installations throughout the Fiber Optic Electrical plans have multiple notes attached. Example being Note 7 and Note 101 show up together quite often as part of the same conduit run.

E-3 Note 7 states it is a 3" Conduit, but many of the same runs have Note 101 in conjunction with Note 7 and Note 101 states Install Conduit Trench Method (4-1.5" HDPE).

Looking at the quantity pages, it's not clear that this was meant for a conduit run to have both a 3" and 4-1.5" Conduits in the same trench or not. Is it Caltrans' intent that we should have both a 3" and 4-1.5" Conduits when these notes are shown together, despite the quantity pages not reflecting this?

Inquiry #3: Typically, Caltrans does not dictate the means and methods of a contractor's installation. This project though, is requiring specific methods of installation based on Caltrans' Notes. This includes Trenching, Boring, Trenching in Pavement. Is the Contractor allowed to deviate from this? If we would rather bore a section called out to be trenched would this be allowed or are we required to follow the plan Notes dictating our installation methods?

Past Caltrans projects have only required Slurry Backfill for Trenching in Pavement and typically Native Backfill for Trenching in Dirt. This is an excessive cost for the project. This detail is from an as-built per Contract No. 040804, so the Contractor is to field verify if/how the communication cables are tied down or anchored. These cables run throughout the entire west span of the Bay Bridge (Section A-A is shown from sheets E-49 to E-56).

Inquiry #12: E45 Conduit run shows Trenching 4 - 1.5" Conduits in dirt, then without any type of transition, it becomes Install Conduit on Structure (Note 104 and 105 on E46). Additionally, the majority of the structure runs fail to identify the size of the conduit to be installed on the structures. Please provide transition details for this run and clarify for the entire project what size conduit is to be installed where it calls out to be placed on structures.

Inquiry #13: If notes 101, 102, 103 and 104 are only meant to callout the installation methods and not the size of the conduit as you described in response to inquiry #2, then what is the Contractor to do when, for example Note 102 and Note 105 appear together (See E66). The Quantity page shows a 4" Conduit being installed, but none of the notes actually call for this. Please update and clarify these notes, if notes 101 through 104 are truly only for method of installation then they should not state anything about 4-1.5" Conduits as this is very confusing when no other notes state what size conduit to install, but your quantity pages state install a 4" Conduit. Please correct your Notes.

Inquiry #19: Per the electrical systems quantities sheets, there are significant differences in the quantities shown on the plan sheets (E-10 to E-168) compared to what is shown in the quantity tables. The quantity tables are missing many sheets – for example sheet EQ-3 does not include sheet numbers E-10 through E-43, E-70 through E-93, and sheet EQ-5 does not include sheet numbers E-142 through E-147. Sheets EQ-1 and EQ-2 appear to be missing many sheets as well. This is resulting in takeoff quantities significantly overrunning what is shown in the quantity tables on sheet EQ-6 – for example, there is approx. 700% more horizontal directional drilling (HDD) and 200% more trenching in dirt than what is reflected on the summaries shown on sheet EQ-6.
Please revise the quantity tables to accurately reflect the plans.

Inquiry #20: The trench backfill calls for Red Color Minor concrete. It’s understood that colored concrete encasement is for the protection of the conduits containing fiber optics cable in areas with future possibility of excavations. Although Minor concrete wouldn’t setup fast enough to pave over it or backfill in the same shift. Since leaving a trench open to live traffic is not an option. Would Caltrans issue an amendment changing this requirement to Rapid setting slurry/concrete?

Rapid setting slurry/concrete would achieve strength fast enough to provide for back filling or paving in the same shift but its not part of the scope.

Inquiry #24: With regards to the Micro-trenching for the City of Oakland, currently, the max width on a Micro-trencher is 3". The detail shown on ED-2 Detail D shows a width of nearly 3.75" (once you factor in the OD of the 1.5" conduit and add the 1" spacing on each end) being needed. Please provide a new detail that will allow for Micro-trenching on this project so that spacing plus OD will equal 3".

Inquiry #26: The Fiber Optic Cable Systems "E Sheets" show the path for the fiber optic cable system. When the "E Sheets" are cross referenced to "Bridge Table No. 1 & No. 2" there is confusion regarding whether or not there is bridge or structure attached conduit.

For example; Colma Creek 35-0118, South SF Belt Railway OH 35-0121, & South SF OH 35-0094R do not have callout 3 or 54 on the "E sheets" (Indicating structure attached conduit is to be installed) but the bridge table & detail callouts (page 4&5 of 15) show attachment details for those structures.

Does the "General Plan" Pages 652-66 or Sheets 1-15 supersede the conduit path drawings? Please clarify if there are a total of 40 structures/bridges that will have a 4" conduit attached referencing the information contained in sheets 1-15 (or pages 652-666) on the "general plan" or if the "E sheets" should be used for the quantity takeoffs, effectively eliminating some structures/bridges?

Response #2:In general, Note 3 only specifies to install conduit on the structure. It should be accompanied by other notes such as Note 54 which calls out what to install. In this case, Note 54 calls to install four 1-1/2" type 1 conduit. The quantities shown on the quantity sheet should reflect the total length of conduit.

Inquiry #28: There are multiple locations that require concrete / pavers / slope paving removal and restoration for installation of the pullboxes and vaults (see sheets E-12, E-34,E-44, E-48, E-123, E-124, E-164 to E-168, etc.) Please clarify under what bid items the following items of work shall be paid, and consider providing construction details or quantities for the new concrete sidewalk / curb ramps so that contractors can understand how much hardscape they will be asked to replace.

Inquiry #39: Please reference Sheet ED-1, Detail FC, Type A. The four each HDPE innerducts do not fit inside the 4" conduit. The OD of 1.25" innerduct is roughly 1.66" and the ID of the 4" conduit is nearly 4", max, depending on conduit type. Please allow or type B to be utilized (1.5" SCH 80 conduits wrapped in a cable tie), for both trenching in pavement, and trenching in dirt.

If there is an area where 4" conduit is required, please upsize the conduit so that innerduct will fit,

I am not seeing any differential in the specs between the standard and the Type1 & Type 4 288 SMFO cable. I know that MMBN specs type 1 & type 4 which is a ribbon style fiber optic cable. Are we using a ribbon style cable where it says type 1 or type 4 and a standard loosetube cable where it does not note type 1 or type 4?
