Inquiry #1: As this is a re-bid - for some reason the link on the bid software adds the addendum from the prior bid and still shows the letting date as the last bid of 11-8-2023, I'm not sure how to get the correct link on the AASHTO bid software - possibly a new link?

Inquiry #5: Could Caltrans please consider reducing the DBE Goal (21%) to something more achievable?

Is Caltrans including striping & pavement marking operations as part of this 21% DBE calculation? The only DBE striping & pavement marking contractors reside in Southern California and don't perform work in this area.
