Inquiry #1: On the General Plan, you show a quantity of 22 SY to grind the existing bridge deck, the miscellaneous detail page 2 shows section B-B for grinding around the existing grates which calculates out to the 22 SY. The list of bid items #20 total has a quantity of 771 SY, please correct the bid item to reflect the proper amount.

Response #2: The correct quantity for the item "Grind Existing Bridge Deck" is 771 SQYD and not 22 SQYD.

Response #3:After further review by the HQ SM&I, the correct quantity for the item "Grind the Existing Bridge Deck" is 22 SY as it shown on the plan, but the bid item #20, quantity of 771 SY (in the AWP) is incorrect. The Correct quantity should be 22 SY.

Inquiry #2: This project is 1 location, and the Polyester Overlay is between 70%-80% of the project, which means Contractors who perform this work will be the Prime Bidder. The DBE requirement of 21% would have to account for most if not all the sub-contracted work, making the DBE commitment unrealistic.

Will the state reevaluate the 21% DBE commitment for this project to present an achievable opportunity for all contractors to achieve DBE goal?

Response #2:The DBE goal was set based on work that may potentially be subcontracted out to DBE firms. A review of all the bid items on the contract was performed and compared to DBE firms that are certified in the B2GNow database to perform those work items and indicated an interest to work in the district that this project is in. The DBE Goal for this $7.6 Million dollar contract was set at 21% because of the subcontracting opportunities and the DBE availability in District 4. The goal is average or low based on the scope, size, and area of the project. Please review the List of Bid Items for the project to see a breakdown of items that can be subcontracted.

Inquiry #3: The 21% DBE goal is completely unrealistic. Would the State please re-evaluate?

Is the State assuming a DBE striping / pavement marking subcontractor would be part of this 21% goal? There are zero DBE striping / pavement marking subcontractors in Northern California and the Southern California companies decline to bid.

Addendum #1 also reduced the 771 SQYD of grinding to 22 SQYD, basically eliminating the need for any DBE grinding companies to participate. This makes reaching the 21% DBE goal even more impossible.

Inquiry #4: The 21% DBE is achievable and reasonable, as long as the opportunity is given to DBE's. More day should be added to the project for the State benefit.
