Inquiry #3: Refer to the Information Handout. The various permits and agreements have stated durations for the nightwork required for the drainage scope. The stated durations aren’t sufficient to complete the work either in the roadway or at the respective area. As an example for work at Project Location 8 the permitting authority states ‘The Project will require 1 night of nightwork. Nightwork will include working on the outlet of the culvert.’ Given the traffic lane restrictions, nightwork restrictions and scope of work it is more likely to take 10 days to complete the majority of work at this location. Given the statements of the permitting authority will the need for additional working time be an issue/problem?

Response #2:The restriction of 1 night of nightwork at Location 8 mentioned in the Information Handout only applies to the Species Protection Area (SPA 2), cross hatching area near the flared end section. Contractor can choose to perform that work either during the day or night as long as it complies with the Highway Lane Requirement Chart in Special Provisions Section 12. If night work is performed at Location 8 in SPA 2 area, it is limited to one night as specified in the Streambed Alteration Agreement.

One of the permits states that there is only a single Redwood tree which is to be removed as part of this project. Please confirm that this is correct. We could not find any information of call outs related to tree removal and want to ensure we carry the correct quantity in our bid. Our visual review of the job indicates numerous trees - Redwood trees that need to be trimmed and/or removed. What is the procedure with the permitting agency if we need to remove more Redwood trees?

Inquiry #7: Refer Location 15 where the 120” RCP is to be installed. We have reviewed the site and have no idea how we are going to stage/handle the pipe at this location or how this section of the job gets built. The pipe weighs roughly 4500lb/ft and we can’t see how we will stage the appropriately sized crane or stage the trucks required to haul the pipe in – this is big, heavy pipe. The lane restrictions are also too restrictive, the road needs to be closed and detoured while work is underway. Can an alternate trenchless method and pipe material be used here? – liner plate and then steel or CMP drainage pipe or even two much smaller diameter trenchless crossings. We aren’t clear what type of drainage conditions would require installing a 120” diameter pipe. We also noted overhead wire interference which is an issue for the crane and hoisting bore equipment and pipe, are there any agreements in place for de-energizing those lines? Please review & advise on design/construction intent at this location. We can’t see how a crane will be staged, how the pipe will be hoisted. We also need to remove up to 24ea trees which doesn’t align with the statements made by the permitting agencies.

Please refer to Addendum No. 4 posted on Feb 12, 2025 that allows complete highway closure with motorist information plan for Location 15.
For utilities, please refer to Special Provisions Section 5-1.36C(2) Nonhighway Facility Protection to protect and make arrangements with utility owner if temporary deactivation is needed. There is no pre-agreement in-place.

Response #2:Dirt spoils need to be removed and disposed of for trenchless construction as specified under Special Provisions Section 19-16.01C(5) under the second bullet item. Work plan must include description of the trenchless construction method, sequence of operations, type of excavated face support, and spoil removal. Refer to Standard Specification Section 1-1.07 Definition of remove is remove and dispose of.

We need a copy of this report to evaluate soils/ground conditions, specifically for the work at Location No.07 (Retaining Wall), No.15 (Large Diameter Pipe Jacking), Location No.22 (Pipe Jacking), Location No.25 (Pipe Jacking).
If a geotechnical report or tunnel engineering evaluation has not been published, then please provide direction on the soils/ground conditions we should anticipate encountering in our bid.
