Inquiry #2: The project advertisement description on this website mentions " * DVBE participation incentive up to $250,000.". How will this incentive be determined if there is no DVBE goal? At what % does the incentive kick in?

Response #1:Your attention is directed to 2023 Standard Specifications Section 2-1.15 DISABLED VETERAN BUSINESS ENTERPRISES. The Department encourages bidders to obtain DVBE participation. The specifications outlines the incentive evaluation.

Inquiry #3: Is the deck treatment work on Espinosa slough bridge expected only at the shoulders?
Structure plans show the entire bridge deck to be treated, closure chart in specs call for keeping one through lane open in direction of travel for 24 hours and Traffic Handling TH-1 shows work area behind Temp Barriers. Please confirm the closure chart timings.

Response #2:The Espinosa Slough Bridge deck treatment work spans across the entire bridge deck from EP to EP as shown in Page 57 of Contract Plans. Please schedule the bridge deck work complying with the Lane Closure Requirement Chart No. K2 shown in Special Provisions.
Traffic Handling TH-1 is for the concrete barrier transition work shown in C-3 and Structure Plans.

Inquiry #5: Page X-1 of the bid plans shows an existing 12" wide rumble strip at the centerline and 6" wide rumble strips at each ETW. Is the contractor to place the 0.15' RHMA (Gap Graded) overlay directly on top of the existing rumble strips?

Other District 5 projects have had the contractor remove the existing rumble strips by cold plane and place back HMA to create a smooth surface for the RHMA overlay.

If no removal and replacement of the rumble strips is done, this may cause smoothness and paving mat issues for the RHMA overlay.
