Response #3:Yes, the conflicting utility lids will be lowered by their respective utility owners below the cold planned AC pavement depth prior to that work, and then raised to the finish grade after the HMA overlay. Special Provisions 5-1.36C(3) directs you and the Engineer to coordinate this work with the respective utilities.
