Response #2:Stage construction and Traffic Handling Plans will not be included from Niles Street to East of Chase Avenue. Construction from Rosewood Avenue to Niles Street is included in the Staging Plans (SC-4 & SC-5) and Traffic Handling Plans (TH-5 & TH-6) and construction from PM 10.2 to PM 11.0 will be performed while traffic is detoured per Motorist Information Plan sheet, MI-1. Attention is also directed to sections 7-1.03, 7-1.04, and section 10 of the bid specifications. Please place your bid in accordance with the current contract bid documents.

Inquiry #3: Section 8-1.10B of the Special Provisions states that "Liquidated damages for not completing roadway work from PM 10.2 to PM 11.0 are $9,500 per day".

1. What constitutes "Roadway Work"?

2. Is the contractor required to complete all Drainage work, road widening, cold planing, HMA paving, RHMA-G overlay, Dike paving, driveway paving from PM 10.2 to PM 11.0 in 20 days?

3. Is there a specific Closure working window, Traffic Handling plans for the work within PM 10.2 to PM 11.0?

Response #2:Response #1 - Attention is directed to section 1-1.07 “DEFINITIONS” of the Standard Specifications.

Response #2 - Yes, the work described in this section of the contract must be completed within the time limits specified.

Response #3 - During the detour this segment will be closed to public traffic. A “closure window” is not applicable. Work can be performed continuously until the work is completed. Requirements for advanced notification to the travelling public is required. Access for local traffic is required in accordance with section 7-1.03 “PUBLIC CONVENIENCE” of the Standard Specifications.

Inquiry #6: Due to the variable HMA paving thickness requirement on the mainline leveling, it will be difficult to cold plane and pave back in the same shift.

How many days will be allowed between the time the pavement is cold planed and the HMA is placed on the mainline HMA leveling requirement areas?

Inquiry #7: Please verify Bid Item 37 - Replace AC Surfacing will be completed prior to cold plance AC and HMA overlay paving portion of work?

Or does Caltrans want to provide a window between cold planing and paving digouts; allow an open cold planed surface window?

If Caltrans agrees to cold plane with a window prior to AC Surfacing, they would eliminate the cost of the wasted Hot Mix Asphalt material.

Inquiry #8: How does Caltrans anticipate the contractor to reconstruct Breckenridge Rd intersection, and Rosewood Ave intersection under phasing construction?

There are no Traffic Handling plans provided to construct Breckenridge Rd Intersection and Rosewood Ave. Will Caltrans allow a detour in order for Breckenridge and Rosewood Ave intersections to be reconstructed or will traffic be allowed to drive on dirt?
