Inquiry #11: Special Provision Section 12-4.02C(13) Traffic Control Supervisors has several requirement that could require this supervisor to be onsite daily. Some of these requirements are listed below:

1. Be on site when active coordination of temporary traffic control, including those of subcontractors, suppliers, and any adjacent construction or maintenance operations is required.
2. Be available after work hours, on site within 2 hours of being contacted.
3. Inspect the condition of traffic control devices on a regular basis for compliance with the quality requirements in the American Traffic Safety Services....
5. Review and verify that temporary traffic control daily report form is completed for every closure.
6. At least weekly, perform a nighttime review of the temporary traffic control devices and temporary pavement delineation to ensure compliance.
7. The traffic control supervisor must monitor work zone traffic activities and operations, including detours, to ensure the traffic control is functioning properly.

Payment for the The Traffic Control Supervisor Bid Item is for each workday. It seems this supervisor will be needed for the duration of the project and not the bid item quantity of 75 Days. Will the state consider increasing this bid item quantity for Traffic Control Supervisor?

Inquiry #12: Sanitary Sewer Plan Sheet SS-1 shows the new sewer alignment and new sewer manholes. However, the existing manholes needed to bypass the sewer system are not all shown.
For example, to install Manhole 1-5 the contractor will need to bypass the existing 12" sewer main. The plans do not show the next existing manhole upstream to allow for this bypass.
In addition, to install the CIPP Lining at existing sewer manhole 1-1, a bypass will be needed at the next manhole downstream. These existing manholes needed for bypassing are not shown. Can the plan sheet be revised to show where sewer bypassing can occur?

Inquiry #13: The layout drawings do not clearly depict the areas of full section paving. For example, the typical cross section between stations 110+00 to 113+06 calls for removal of the median island and a full depth paving section. On sheet L1, the existing median island does not match the locations shown on the typical cross section nor does it show where we are to sawcut nor does it depict where the limits of the paving goes. If we use the typical cross section stations, part of the median island is left in place on the south end, and on the north end we are going across the Duran Ave intersection. Please provide better details.

Inquiry #18: Traffic Handling Plan TH-28 for Stage 4, Phase 3 requires Noble Avenue, west of Route 216, to be reconstructed during nighttime closures only with the road being fully opened daily. The new structural section for Noble (N1 Line) is 0.6’ HMA over 1’ of AB. The contractor will have 9 hours per night for excavation, subgrade compaction and grade check, placement of base rock with grade and compaction check and finally placing two lifts of HMA. These requirements will drastically increase the overall cost of the project. Will the State consider changing this work to a full weekend closure to allow for more production and thus a less expensive bid?

Inquiry #19: Typical cross section plan sheet X-6 and X-7 show structural section Number 4 for SB C-Line and structural section Number 5 for NB C-Line. Structural section number 4 is called out as 0.5’ Cold Plane with variable AC while structural section number 5 is called out as 0.5’ Roadway Excavation with variable AC. The work is similar for both structural sections, yet section number 4 is shown as cold plane and section number 5 is shown as roadway excavation. Why was one location selected to be paid as cold plane while the other as roadway excavation? Is the roadway excavation from structural section number 5 supposed to be used as embankment onsite?

Inquiry #24: Concerning Bid item 76 8" WELDED STEEL PIPE CONDUIT
Is this the correct item? Normally Welded steel pipe (WSP) for irrigation conduit is used to bore the pipe under existing pavement.
It appears most of this WSP would be installed by open trench along the median at Lovers Lane, as there are long lengths of over 600 ft.
It would be difficult & expensive to install these lengths of WSP, for irrigation conduit.
CHDPE, Corrugated High Density Polyethelene Pipe, is normally used for the open trench method for irrigation conduit.
Please consider changing this item To CHDPE conduit.

Inquiry #25: In regards to bid item 76, 8” welded steel pipe conduit (WSP). Is this the correct item? Normally WSP is used for boring under existing pavement. This application of WSP seems to be in an open trench along Lovers Lane, typically dual wall corrugated high density polyethylene pipe (CHDPE) is used in open trenches. It would be difficult, slow and expensive to install WSP with such long conduit runs. Please consider changing from WSP to CHDPE pipe.
