Inquiry #1: There are 2 different waterways that we call for headwalls to be constructed in, one at Sta. 391+97 and the other at 396+49. There is no provision for diversion of storm water within those locations, and there is no mention that they will be wet. This leads us to believe that we will be working in dry conditions. Will the State confirm there will be no water while we are constructing the 2 headwalls?

If there will be water during headwall construction, will the State provide a diversion path and flow rate for that water, to allow us to work, as well as a method of payment for that diversion?
