Inquiry #3: Please clarify the design criteria for the “Vendor and/or contractor supplied structures” for the approaches of the Temp Bike and POC. Special Provisions Section 48-7.01A states, “Design, materials, and construction of the approach ramps must comply with section 48-2 Falsework. However the “General Notes” on sheet 2 of 8 for the Temp Bike and POC states the design criteria as AASHTO LRFD Bridge Design Specifications and AASHTO LRFD Guide Specifications for the Design of Pedestrian Bridges. The “Design Notes” of the same section state that the “temporary bridge bents are to be braced on both sides of the structure for a seismic load of 60 kips for both tension and compression at 43’ elevation. The Contractors design should be based on the latest ICBO seismic requirements for ordinary braced frames.”

The Special Provisions indicate the approach structures should be designed as “falsework” using Allowable Stress Design per Section 48-2 and the Caltrans Falsework Manual and typically is not designed for seismic loading. Yet the plans indicate that LRFD design per AASHTO Bridge Design specifications, AASHTO H-5 Truck Live loading and ICBO seismic requirements should be used.

Invasive species control-protection measures should be applicable in all parts of the project footprint regardless whether it is in a sensitive habitat or not. In response to the environmentally sensitive parts of the project, all parts of the project footprint are considered sensitive since it is within coastal jurisdiction and shall be treated as such.

Inquiry #44: Caltrans has stated in previous answers to questions that electronic files showing existing grade contours and alignment, are not available to bidders. Caltrans has in previous bids included this information including in current advertised Contracts, such as Contract #12-0K93U4, which has a bid opening date of 7/3/25 and Contract #05-1H4404, which has a bid opening date of 6/19/25. We ask that Caltrans reconsider this position and provide similar electronic file information as was provided in previous projects.

If Caltrans still believes that Electronic Files are not available to Bidders, we ask that Caltrans provide at the very least contour grading plans showing existing grade and elevations for the new design surface. We understand that this question was previously asked and denied by Caltrans; however, we need this information to properly estimate the work.
