Inquiry #1: Per Title 49, part 26.45
"(b) Your overall goal must be based on demonstrable evidence of the availability of ready, willing and able DBEs relative to all businesses ready, willing and able to participate on your DOT-assisted contracts (hereafter, the “relative availability of DBEs”). The goal must reflect your determination of the level of DBE participation you would expect absent the effects of discrimination. You cannot simply rely on either the 10 percent national goal, your previous overall goal or past DBE participation rates in your program without reference to the relative availability of DBEs in your market."

Please provide a breakdown of DBE goals for this project. Due to the size, scope and area, the percentage seems to be high. Also, will Caltrans consider lowering the percentage?

Response #2:The DBE goal was set based on work that may potentially be subcontracted out to DBE firms. A review of all the bid items on the contract was performed and compared to DBE firms that are certified in the B2GNow database to perform those work items and indicated an interest to work in the district that this project is in. The DBE Goal for this for this $37 Million dollar contract was set at 22% because of the subcontracting opportunities and the DBE availability in District 7. The goal is based on the scope, size and area. Please review the List of Bid Items for the project to see a breakdown of items that can be subcontracted.

Inquiry #2: The details for many of the curb ramps show a 2-foot asphalt slot. There aren't any bid items for the removal and replacement of any asphalt removal and asphalt placement. Can you please clarify if the slot work will be done, if so, can you itemize the slot removal/ replacement work accordingly?

Response #2:Removal and replacement of AC has been quantified as Roadway Excavation. Yes, AC slot will be itemized; 0.5’ HMA-Type A will be added for each 2’ AC slot beyond the gutter.

Inquiry #3: I couldn't find a detail for the Curb & Gutter (RSC). Will there be a slot patch required for the curb and gutter removal/replacement?

Inquiry #4: There is not an item for Pre/Post Construction Survey (EA) (Item Code# 733000) for the cur ramps. Will survey layout/verification be done and if so, will the contractor be responsible for it?

Response #2:A pre/post construction survey isn’t required for the project ADA Curb Ramps since the ramps all have standard features. Caltrans surveyors will layout flow line curb at critical points. Easements will also be staked; highway easements and temporary construction easements. Verification survey is not done by Caltrans surveyors.

Inquiry #5: Per Addendum # 1on sheets SC-1 & SC-2 it shows a cross section showing pavement structural section # 9 to be done adjacent to the center median. The layout plans and the roadway quantities do not reflect this work. Can you clarify?

Inquiry #6: The median removal and replacement from station 875+00 to 937+00 is shown to be replaced with concrete that is not rapid set. Is the curb to be poured without an asphalt slot? Without a permanent closure or barrier, any open excavation will be a safety hazard. Please advise.

Response #2:Type B1-6 is not RS. However, a quantity for 6” wide AC slot will be included. Permanent closure are not planned. Refer to project TMP.

Inquiry #7: Per special provisions 73-6.02A "All pavers to be manufactured by Olsen Paving Stone Co. or approved equal". Our vendor says Olsen Paving Stone Co. is no longer in CA and acquiring pavers will be difficult, what approved equal manufacturer for pavers will Caltrans approve?

Our basic required coverage for licenses are below.


MINIMUM SCOPE OF INSURANCE
Coverage shall be at least as broad as:
1. Insurance Services Office Commercial General Liability coverage (occurrence form CG0001)
2. Insurance Services Office form number CA0001 covering Automobile Liability.
3. Workers’ Compensation insurance as required by the State of California and Employer’s Liability Insurance.
4. Railroad Protective Liability

MINIMUM LIMITS OF INSURANCE
Consultant shall maintain limits no less than:
1. Commercial General Liability: $5,000,000 per occurrence for bodily injury, personal injury and property damage. If Commercial General Liability Insurance or other form with a general aggregate limit is used, the general aggregate limit shall be twice the required occurrence limit or 10,000,000. Products/Completed Operations aggregate shall apply separately to this contract/agreement or the aggregate limit shall be twice the required per occurrence limit.
2. Commercial Automobile Liability: $2,000,000 per accident for bodily injury and property damage.
3. Workers’ Compensation to comply with California’s statutory requirements.
4. Railroad Protective Liability: $5,000,000 minimum per occurrence
