It appears that some soldier piles may need to be spliced due to proximity to the existing overhead power line at the 3 locations it crosses the SP1114 Line. Inquiry #30: Why are there no existing grade contours under the design grade contours on sheets G-5 and G-6. Please provide existing design contours so that contractors may be able to quantify grading quantities. The existing contours may have been hidden underneath the design contours layer of the CAD file, however, when the PDF was vectorized it did not bring in the existing contours on either G-5 or G-6.

These pages are also where some of the largest walls are, and the existing contours are important to understand.

Inquiry #31: On Page 323 in the supplemental Files (08-1G6704IH) the report “Revised Foundation Report for Retaining walls Nos. 352A, 1097B, 1114 and 1144” , in Table 2: Borehole/ CPT Summary List, the Ground water Elev column says not measured for a majority of the Boring/CPT locations. Does that mean water wasn’t found at these locations or just not measured. I asked because at soldier pile wall # 1114, Boring location RC-19-010 encountered water at 1544’. There were several other Boring locations near 1114 but nothing mentioned about water. Any clarification would be appreciated.

This difference is quantities is sometimes on the order of 40%. Please confirm the quantities for each of these bid items for each of these walls.

Inquiry #33: For RW No. 1114, Boring Log RC-19-010 shows groundwater at Elevation 1544.2'. The Special Provisions Section 49-1.03 do not mention groundwater as a potential difficult pile installation condition. Additionally, the Foundation Report associated with the soldier pile walls under the "Groundwater" section states that "Due to the highest groundwater elevation encountered being lower than the soldier pile tip elevations...". Per plan sheet "Retaining Wall No. 1114, Soldier Pile Data Table" (Sheet 543/796), the pile tip elevations for Piles 2-37 all fall below this groundwater elevation provided. Please confirm if groundwater should be expected at this Retaining Wall.

Inquiry #46: _Sheet SC-1 Note 1 states "Reversible Traffic Control Without Temporary Barrier System". Per the cross section detail, the open lane used for reversible traffic is +/- 11' from the work area. During construction, there will be a minimum 0.5' differential at ETW until temporary pavement is placed at the completion of work. Given the amount of cut slope excavations and drainage systems in several of these Stage 1A work areas, this height differential will be in effect for a long-term duration. Please note, omitting the use of temporary barrier in this condition violates Standard Specification Sections 12-4.02C, which requires temporary barrier to be installed when construction operations create a height differential greater than 0.15 feet within 15 feet of the edge of traffic lane. Similar to the Stage 1B, Stage 2 and Stage 4 reversible traffic closures "with" temporary barrier, in accordance with the Standard Specifications, please include the use temporary barrier for the Stage 1A reversible traffic closures for the safety of the traveling public and the work force. Please provide revised traffic handling plans that align with the Standard Specifications Section 12-4.02C.

Inquiry #82: In addendum #3 Caltrans altered the specifications to replace section 12-4.02C(3)(k) with a new chart no. K1. Caltrans did not include chart no. K2 in the new section, therefore removing chart no. K2 from the specifications since the entirety of section 12-4.02C(3)(k) is being replaced.

Therefore, addendum 3 alters the contract documents so that contractors may not use a 24/7 reversing control closure during stages 2 & 4. This makes the retaining walls on this project unconstructable. Please confirm that it was not Caltrans intent to remove chart No. K2 from the specifications.

It does not change any of the quantities for type 60MC barrier. Plan sheets from addendum 3 only address the dome for the down drains on the retaining walls. Question 59 was asking why there were no pipes connecting drains to a discharge point for DS#8 as shown in D-4. DS#15 on D-5 shows 15" APC (e) connecting two wall drains (g) and (d) to a discharge point. However, there is no pipe connecting drains (k) and (i) to this discharge point.

Inquiry #90: Spec section 53-3.03 states that the initial shotcrete face shall be painted with high-visibility paint to illustrate the primary and secondary strata line patterns shown. Spec section 53-3.01D (3) describes the test panel that must be built and approved for “a satisfactory finish, texture, and pattern” prior to starting any of the sculpted shotcrete. Since the sculpture texture is not a regular pattern, and work days are extremely tide, please confirm, mock up texture approval will be adequate for the wall texture approval and no further visual pattern approval will be necessary.
