Inquiry #2: Sheets 32 and 33 of 103 (the utility plans) shows existing overhead utilities well away from the proposed bridge ("CRB" line). However, the foundation plan (sheet 77 of 103), shows overhead telecommunication lines and poles which will interfere with both erection of the girders and the intended alignment.
1. Which sheet is accurate?
2. If sheet 77 is accurate, has Caltrans already arranged for these to be moved?

Inquiry #3: 1. On Plan Sheets L-1 AND L-2, a 2" Sch 40 Supply Line is shown to be installed across the existing road, through the bridge and terminating at 119+50. These sheets show it as a 2" Sch 40 plastic line. C-5 shows the same line as a 3" line with two 3" gate valves at each end and approx 400 lf going through the bridge and under the approach slabs, terminating at CRB 19+50 LT. If this is for the work associated with Bid Items 45 & 46, it should be designated as a 3" line, not 2".

2. Please provide a trench detail for the 4" HDPE conduit shown crossing the roadway at 124+05. Since this appears to be related to Bid Item 48, please designate the description for Bid Item 48 as 4" HDPE Conduit.

Inquiry #5: Bid Item 76 - 12" corrugated steel pipe (.079") is for a GMP Inlet that sits over a 24" RCP culvert (Drainage Unit No. 17f). In order for this to fit over a 24" RCP pipe, this GMP inlet needs to be at least a 36" GMP, preferrably a 42" GMP in order to fit correctly. Please review and make the appropriate corrections to this item.

Response #2:Per Bid Item 600097 BRIDGE REMOVAL, the lump sum amount includes the removal of the bridge including various elements attached to the bridge such as the approach guard rails as that area is demolished to remove the foundations and abutments of the existing bridge. However, the wood posts disposal are covered under bid item 141120 TREATED WOOD WASTE since that disposal process is different from the other bridge removal portions. Inquiry #8: Special Provision Section 10-1.03 states "You may work within drainage channels only from May 1 to October 15 of any year." Special Provision Section 14-6.03A protection measure #10 states "The Contractor shall avoid ground-disturbing activities below the top of the bank of the North Fork Calaveras River between October 16 and April 30." Please provide the elevation that is considered top of bank.

CDFW permit condition 2.1 Work Period states "Project activities covered under this Agreement shall be confined to the period between April 15 and October 15 annually during the term of this Agreement. Revegetation, restoration, and erosion control work located outside of flowing water is not confined to this time period." Are all project activities covered under the CDFW permit? If so, this permit provision appears to conflict with the special provisions which do not restrict activities outside the channel.

“The top of bank covers the jurisdictional area per the CDFW 1600 Permit. The corresponding elevations on west and east bank are respectively 734’ and 740’ in the general area of the new roadway alignment. Please bid according to the advertised documents.


Q2:

Work in the Channel time restriction is May 1 to October 15 per Standard Special Provision 10-1.03. The CDFW 1600 Permit work period, related to the April 15th date, applies to overall work, not just the channel. Please bid according to the advertised documents.”

Inquiry #13: Per 2024 - STD - Plan sheet A77N4 Note 10 "When installing MGS with Dike in areas requiring snow removal or frequently plowed area, Use 12" blocks." This is area consider a snow area and or frequently plowed? This is not listed in the specification as such an area. Specifications state to use plastic blocks without a size given. How is the contractor to determine such information and or what materials to be used? A77L2 & A77N1 both say to only use 12" blocks with a Type A Dike. This project does not have Type A dike, so per these two plan sheets 8" plastic blocks are allowed.

Inquiry #14: There are several gates and fences that will need to be removed to construct the embankment on the new alignment. There are no bid items provided for removing or installing temporary and/or new fencing, other than the ESA Fence along the TCEs. Are there any other temporary or permanent fencing requirements, and how will the removal be compensated?

Response #2:All fencing is private property fencing not State fencing. The existing property fence is not being removed or replaced on the south side of the highway. As for the north side of the highway existing property fencing and gates will be removed and replaced by the private property owner prior to construction. No temporary property fencing is required. Per advertised documents where temporary ESA fencing is used that will be sufficient for contract purposes for buffer between property and work zone as agreed by the property owner.
