Inquiry #3: Per Typical Cross Section on Sheet X-1 for Route 140, it clearly states to Mill .1’ AC, perform .55’ HMA dig-outs and then pave back .2’ RHMA. Spec 39-3.04A allows for contractor to run cars on a milled surface for no longer that 7 days therefore have to do dig-outs in the middle of your RHMA grind and pave-back operations. This type of operation is very inconsistent and costly as every process is chopped up with the Rubber plant standing on standby for the entire duration of dig-outs. For bidding and construction purposes, it would be very beneficial to Caltrans, and the contractor, to include a thin lift of throw away asphalt and increase the replace AC item to .65’ vs .55’. Then, once the dig-outs are completed as first order of operation, the contractor will perform one smooth continuous grind and pave-back operation.
