Inquiry #2: Is there any chance that Caltrans would consider changing (Line Items 23-25) TWO-COMPONENT PAINT Traffic Stripe and Pavement Marking to PAINT (2-COAT) OR THERMOPLASTIC. This would allow more competitive bidding from Striping Subcontractors as there currently is only 1 contractor in California that has a truck for TWO-COMPONENT PAINT.

Inquiry #7: Other inquires presented have inaccurate information; therefore, Caltrans should disregard inquires #2-#4. There are contractors in Reno, Sacramento, and Redding that have a truck suitable to put down the two-component paint material. This allows for competitive bidding. Additionally, according to Caltrans AML for Two-Component Traffic Striping Paints, Two-Component Paint is more durable and sustains better on snowplowed roads compared to Waterborne Paint and Thermoplastic. In Caltrans' Guideline for Selecting Materials and Standard Special Provisions for Traffic Striping and Pavement Marking Version 3.0, in section: SSP 84-2, Two-Component Paint Traffic Stripe and Pavement Marking, states “two-component traffic paint (i.e., epoxy and polyurea) is recommended for striping lightly snowplowed roads due to its excellent abrasion resistance and bond strength to PCC pavement.” Also, General Advantages states that “two-component traffic paints (i.e., epoxy, polyurethane, polyurea) are more abrasion resistant than waterborne traffic paint or surface-applied thermoplastic striping when used on snowplowed roadways. Two-component traffic paint striping is generally brighter at night (higher retroreflectivity) than waterborne paint or thermoplastic striping” (12).
