Inquiry #1: Page 81 of the special provision, Division V, Section 39-2.02A(1) second paragraph is to be replaced with "produce Type A HMA using a WMA additive technology." The use of a WMA in the lower desert's climatic zone of District 11 Imperial County is not needed.
WMA use should be left as an option to the HMA producer.
Please clarify.
