Inquiry #1: On project sheet No. 349, the CMU sound wall aesthetics call out to use an 8X2X16 "Split-Face" beveled cap on top of an 8x8x16 split-2face Caltrans unit. I was unfamiliar with this sizing so I called Angelus Block Co. and they confirmed that they cannot make a split-2face unit, 2" in height, beveled. They stated that there is not enough material (on the unit) available to withstand the splitting of the unit, w/o severe breakage. Angelus Block noted that they can make an 8x2x16 solid precision cap, no bevel, but it would be 7-5/8" wide over a 8x8x16 Caltrans Split-face unit that is 8" wide, which would leave 3/16" on each side if used.

They also mentioned they can make an 8x4x16 solid unit split-2face w/ a precision top, but it would not be beveled, just flush w/ the 8x8x16 split-2face unit below. Or they could make an 8x4x16 solid precision beveled cap as well, but it would still be 7-5/8" wide.

Angelus Block Co. is available to confirm, if need be, from the their main office in Tuxford, Ca.

Please clarify what type of "available" unit the state would like to use as a cap block w/o having to manufacture custom parts and molds which could easily reach $10,000+ or more.

Inquiry #2: On project plan sheet No. 349, the CMU aesthetics legend at the top, call out to use a 8x2x16 split-face beveled cap.

Angelus Block Co. does not manufacture any type of split-face sided beveled cap that is 2" in height. The next closest they can produce that is beveled would be a 8x4x16 precision solid cap, which would be 7-5/8" in width. This dimension would not be as wide as a Caltrans 8x8x16 configuration split-face-2sided unit, that is approximately 8" wide.

Angelus Block, can also produce an 8x4x16 Splitface-2sided solid cap, (precision on top), but it will not be beveled.

Please clarify which type of cap and size to use for this project, after reaching out to Angelus Block Co., to confirm availability.

Inquiry #4: Due to an emergency, the estimator for this project was unable to attend the prebid meeting for this project. Our office did not have a representative to fill in due to various personnel being on vacation because of the holiday. We are requesting that the State hold a second prebid meeting to allow for increased participation from prime contractors and subcontractors. If a second prebid meeting is not possible, we are requesting a recording and for the meeting to be changed to non-mandatory, like other Districts and Agencies. Each of these options would help increase DBE participation on the project and the number of prime bidders submitting a bid.

Inquiry #17: _Referring to locations of new Section 4 pavement on along Lakeview Ave north and south of the bridge, there appears to be stage construction areas omitted for completing the middle ~1/3rd of the roadway. Stages 1A, 2 & 3 each show staged construction areas for completing the outside portions of roadway but there is no stage that exists for the middle ~1/3rd between these areas. As this pavement section #4 is not simply a mill & overlay that can be completed during nightly closure, and rather a full section pavement, a staged work area with temporary barrier will be required in order to delineate traffic for the prolonged duration of the work. Please provide staged construction plans for completing these areas of work.

Inquiry #18: As a follow up to bidder inquiry #4, we do not believe it is in the best interest of the taxpayer to prevent contractors from bidding on this contract. Changing the prebid meeting to non-mandatory would encourage more General contractor participation, which in turn leads to more DBE subcontractor participation. As a result, this would increase competition and lower the bid prices. It is in the taxpayer’s best interest to encourage competitive pricing by allowing increased competition. Caltrans, in general, including other agencies Districts and agencies, do not hold mandatory prebid meetings. If they do hold a prebid meeting, it is usually non-mandatory. We ask that the prebid meeting be changed to non-mandatory.
