Due to the holiday and time needed to mail out the GFE package the 5 day timeline leaves contractors 1 day to complete the GFE submittal. Additionally, it will be difficult to obtain signatures for the DBE Confirmations due to the holiday immediately following the bid due date.

Inquiry #24: This project includes a DBE participation goal and is currently scheduled to bid on July 3rd. However, July 4th is a national holiday, which significantly impacts the timeline for post-bid documentation. As part of the DBE requirements, DBE paperwork and good faith effort documentation must be submitted no later than the fifth business day following the bid opening. With the holiday falling on a Friday, contractors will have only one business day to prepare and submit their paperwork. Several subcontractors have indicated they will be unavailable due to the holiday and planned time off, which will severely limit DBE participation and hinder the contractor’s ability to complete the required forms. We request that the bid date be postponed to ensure contractors have sufficient time to meet the DBE documentation requirements and encourage more DBE participation.

Inquiry #32: Please provide direction regarding our crackfilling suppliers input regarding crackfill placement. To eliminate reflective irregularities in the newly placed asphalt the crackfilling needs to have a cure time at a minimum of 24 hours after its installation prior to placing hot asphalt. Inquiry #42: Refer to Exist (CITY) IRRIGATION/LANDSCAPE TO BE REPAIRED or REPLACED IF DAMAGED DURING CONSTRUCTION on irrigation plan sheets #IP-5 & IP-7 and planting plans #PP-6 & PP-8. For these and any other locations where the contractor is expected to repair or replace, it is difficult to establish a hard cost to something that cannot be quantified.
