Inquiry #7: Reference RW #2, Stage Construction Plan Sheet SC-5(Sheet 189), Caltrans Standard Specifications-Section 19-6.03D, and Contract Special Provisions Section 19-6.03D: The Contractor is to place a 12' high surcharge for RW #2 from Sta 11+26 to Sta 14+34 during Stage 2 Construction. Per Caltrans Standard Specifications the top width of the surcharge is 30' from the face of the wall. Most of the wall has less than 30' of distance from the face of the wall to the temporary K-rail, making it impossible to obtain a 30' wide surcharge. Even constructing a temporary wire wall(hillfiker wall) adjacent to the K-rail the surcharge would only be 25'+/-. The state either must allow a surcharge of less than 30' wide or close the ramp entirely to obtain 30' width for the settlement period of 180 days. Please provide an acceptable surcharge width or the ability to close the ramp.
