Inquiry #1: How will this bid be evaluated? Is it a single award to the responsive bidder with the lowest price? Please reply to sean.gunning@usecology.com because Diane White no longer works for the company. Thank you. Sean Gunning, Proposal Manager - Pacific Area.
Inquiry submitted 01/23/2023

Response #1:After the bid opening day, the District analyzes all bid results, contact bidder representatives, and recommends to Office of Construction Contract Awards that the contract be awarded to the lowest responsive and responsible bidder.

Inquiry #5: Area we allowed to cut the Rungs in the DI's for more access ?

Inquiry #6: It appears that some locations do not have access for manned entry on either end of the pipes needing to be lined. How do we access these when the plans call out no excavation or limited excavation?
Inquiry submitted 02/10/2023

Response #1:Bid as you see it

Inquiry #7: There are two locations that call for "repair failed area." They are both located within 18" pipe, which is not accessible internally by man entry. Is the intent to do an Open cut repair at these locations? Under what bid item is this paid?
Inquiry submitted 02/10/2023

Response #1:Bid as you see it

Inquiry #8: Please provide a profile view of DS #1. If the 18" Riser is not a sweep, CIPP is not an option at this location unless a pit is installed. Will this be paid as a Change Order if so? Please revisit this design and advise bidders.

Inquiry #9: Please provide a profile view of DS #1. If the 18" Riser is not a sweep, CIPP is not an option at this location unless a pit is installed. Will this be paid as a Change Order if so? Please revisit this design and advise bidders.

Inquiry #10: For DS #2, a 54" CIPP liner of this length needs drive up access over the existing access points (Existing Manhole in this case). The liner cannot be installed from the freeway. Further, the cone of the Existing Manhole would likely need to be removed in order to provide enough access for the CIPP liner. Will these items be paid as a Change Order? Will alternative Caltrans-approved lining methods be considered (e.g. Centripipe)? Please revisit the design of this location and advise bidders.

Response #1:Bid as you see it

Inquiry #11: For DS #3, what are the dimensions of the existing DIs on the upstream and downstream side? A site survey showed existing construction going on, so Contractor's cannot verify the sizing at bid time. If the access is insufficient, will a Change Order be paid in order to provide adequate access for CIPP? Please revisit the design of this location and advise bidders.

Response #1:Bid as you see it

Inquiry #12: For DS #4, the Existing JS is not accessible and appears to be paved over. A site survey confirmed this. What are the dimensions of the JS? Please confirm that exposing of this access point will be performed by Caltrans, or by the Contractor under a Change Order. Please also confirm that if the dimensions of the JS aren't adequate for the installation of CIPP that a Change Order will be paid to provide sufficient access for liner installation. Please revisit the design of this location and advise bidders.
